About The Position

The Washington State Department of Transportation (WSDOT) is seeking a skilled and motivated Transportation Engineer 3 to join the team in Spokane, WA. This position plays a critical role in managing consultant administration activities and ensuring consultant contracting procedures comply with state and federal regulations. This position independently organizes, coordinates, and performs technical reviews of consultant deliverables, while communicating project schedule and budget impacts to leadership and supporting successful project delivery. In addition, this role serves as a design project management lead responsible for advancing highway transportation projects from pre-design through PS&E delivery. Responsibilities include coordinating with consultants and internal WSDOT support groups to develop and complete project documentation required to achieve 30% design milestones and supporting the review and delivery of final design packages. Requirements

  • Ability to interpret, apply, and ensure compliance with applicable state, federal, and local laws, regulations, policies, procedures, and contractual requirements in support of transportation projects and consultant agreements.
  • Proficiency in the use of Microsoft Office Suite, Adobe Acrobat, BlueBeam, and electronic management systems to prepare, review, track, and maintain contract and project documentation accurately and efficiently.
  • Ability to communicate complex technical, contractual, and project-related information clearly and professionally in both written and verbal formats to diverse audiences, including engineers, consultants, leadership, and non-technical stakeholders.
  • Strong organizational skills with demonstrated ability to manage data, maintain accurate records, prioritize details, and ensure documentation is complete, organized, and compliant with established standards and procedures.
  • Demonstrated ability to support team development through training, mentoring, knowledge sharing, and constructive feedback to strengthen staff capability, consistency, and performance.
  • Ability to independently prioritize and manage multiple competing assignments, coordinate tasks effectively, and adapt to changing priorities and deadlines while maintaining quality, accuracy, and compliance.
  • Ability to review and analyze consultant contracts, agreements, and supporting documentation to ensure compliance with contract terms, project requirements, and applicable laws, regulations, and policies.
  • Ability to identify, evaluate, and communicate potential risks or impacts related to project scope, schedule, budget, compliance, and delivery, and support timely resolution of issues.
  • Ability to conduct detailed quality reviews of technical documents, consultant deliverables, and project materials, and provide constructive feedback to improve accuracy, consistency, and overall effectiveness.

  • Demonstrated ability to review, analyze, and interpret engineering contracts, technical documentation, project records, and supporting materials to ensure accuracy, compliance, and alignment with project requirements and contractual obligations.
  • Knowledge of government contracting principles, practices, and procedures, including the ability to interpret and apply applicable RCWs, WACs, regulations, policies, and related contractual requirements in support of transportation projects and consultant agreements.
  • Working knowledge of WSDOT manuals, policies, procedures, applications, and systems related to consultant services, contract administration, project delivery, documentation management, and transportation project coordination.

Responsibilities

  • Manage WSDOT PreDesign Documentation developed by consultants.
  • Oversee the work and monitor progress, ensure work is completed accurately, on-time, and within budget.
  • Coordinate with Region Planning with required Complete Streets documentation.
  • Coordinate with Region Program Management in support of PreDesign package delivery.
  • Coordinate with Region Design Documentation Engineer for required Approvals.
  • Lead technical reviews of engineering related elements for agreements, supplements, and task orders.
  • Oversee the work and monitor progress, ensure work is completed accurately, on-time, and within budget.
  • Coordinate consultant data into WSDOT systems, such as Estimates, and Special Provisions.
