About The Position

The State of Connecticut, Department of Transportation (DOT), is accepting applications for a Transportation Engineer 3 (Construction Engineering) position in the Bureau of Engineering and Construction within the Central Surveys Geodetics section. This position is full-time (40 hours per week), first shift, Monday through Friday, located in Newington, CT. The Central Surveys Geodetics Section is responsible for establishing and maintaining horizontal and vertical survey control throughout the state, including maintaining nine base stations that are part of the NOAA CORS Network (NCN). This network is accessed by surveyors, engineers, scientists, GIS users, and other GNSS users to ensure accurate coordinate systems for CTDOT projects. The section also partners with the federal government and UCONN on the ACORN real-time GNSS network. The selected candidate will supervise and/or lead staff, conduct extensive geodetic, photogrammetric, bathymetric, and LiDAR control surveys, and direct field crews safely and efficiently. This role also serves as the CT State Geodetic Coordinator, acting as a liaison between the state and the National Geodetic Survey. The DOT employs approximately 3,300 individuals statewide and is committed to improving quality of life through transportation, while preserving environmental and cultural resources. Requirements

  • Bachelor’s degree in engineering or construction management
  • Three (3) years of experience in transportation construction engineering
  • One (1) year of experience at the working level in a professional transportation construction engineering capacity (equivalent to Transportation Engineer 2)
  • Considerable knowledge of principles and practices involved in transportation construction engineering such as construction, surveys, geodetic surveys and materials testing
  • Considerable knowledge of highway construction methods and materials
  • Considerable knowledge of operational methodologies and established policies
  • Considerable knowledge of administrative and financial controls with respect to transportation construction engineering plans, contracts, projects and reports
  • Considerable analytical, problem solving and technical report development skills
  • Interpersonal skills
  • Oral and written communication skills
  • Considerable ability to interpret and apply principles of information systems and technologies

Nice To Haves

  • Possession of Land Surveyor (LS) licensure and/or possession of Land Surveyor-in-Training (LSIT) licensure from the Department of Consumer Protection state Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302

Responsibilities

  • Supervising and/or leading staff
  • Conducting extensive geodetic, photogrammetric, bathymetric, and LiDAR control surveys
  • Directing field crews to perform work in an efficient and safe manner
  • Serving as the CT State Geodetic Coordinator, liaison between the state and National Geodetic Survey
  • Performing field surveys in support of district survey forces
  • Ensuring the quality and completeness of collected data and deliverables for geodetic survey tasks

  • Overseeing a group of engineers and personnel of lower grade in construction of highways or other transportation projects
  • Acting as a liaison with consulting engineers

  • Reviewing construction final cost estimates and verifying final payments
  • Serving as technical advisor for construction projects
  • Developing and maintaining cost data relative to design, construction and maintenance of highways and bridges

  • Developing and maintaining standards and specifications for highways and bridges consistent with technological advances in design, construction and maintenance
  • Overseeing a group of engineers and other personnel conducting preliminary reconnaissance location surveys, preliminary design, estimating and plan preparation or conducting boundary surveys, setting and checking boundary monuments and preparing right-of-way boundary plans
  • Overseeing chemical and physical testing and analysis and making recommendations concerning suitability of construction and maintenance materials
  • Preparing survey reports and recommendations on highway location
  • Distributing, prioritizing, overseeing and reviewing unit work as assigned by the supervisor
  • Providing staff training and assistance
  • Conducting or assisting in conducting performance evaluations
  • Acting as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit policies and procedures
  • Recommending policies and standards
  • Preparing reports and correspondence
