About The Position

The Washington State Department of Transportation (WSDOT) is seeking a skilled and motivated Transportation Engineer 3 to join their team in Wenatchee, WA. This role involves leading the delivery of highway transportation improvement projects, guiding projects from pre-design through the successful delivery of final Plans, Specifications, and Estimates (PS&E). The position requires coordinating with engineering consultants and multidisciplinary WSDOT teams, administering consultant contracts, overseeing consultant performance, and communicating project impacts to leadership. The goal is to deliver transportation improvements that enhance safety, mobility, and connectivity.

Requirements

  • Demonstrated knowledge of transportation engineering principles, project development practices, and consultant-delivered project delivery processes.
  • Ability to apply engineering concepts to support the successful development and delivery of highway transportation improvement projects.
  • Ability to interpret and apply federal, state, and local laws, regulations, policies, engineering standards, and agency manuals to ensure projects, consultant work products, and project activities comply with applicable requirements.
  • Demonstrated ability to effectively manage project scope, schedule, budget, risk, and competing priorities while coordinating multiple tasks and meeting project milestones and deadlines with minimal supervision.
  • Experience reviewing engineering plans, technical documents, consultant deliverables, agreements, and project documentation to verify quality, completeness, accuracy, and compliance with project requirements and engineering standards.
  • Strong written and verbal communication skills with the ability to clearly communicate technical, contractual, and project-related information to technical and non-technical audiences through reports, presentations, meetings, and correspondence.
  • Demonstrated ability to build and maintain productive working relationships with consultants, contractors, local agencies, multidisciplinary project teams, and other internal and external partners to achieve shared project objectives.
  • Proficiency using business and engineering software, including Microsoft Office Suite, Adobe Acrobat, Bluebeam, and project management or document control systems to support project delivery, documentation, and communication.
  • Ability to identify project risks, evaluate potential impacts, analyze alternatives, and develop practical, well-supported solutions to keep projects moving forward while minimizing impacts to scope, schedule, and budget.

Nice To Haves

  • Possession of a current Professional Engineer (PE) license, Engineer-in-Training (EIT) certification, or the demonstrated ability to obtain professional engineering licensure.
  • Experience contributing to or leading WSDOT transportation projects through the pre-design, design, and/or Plans, Specifications, and Estimates (PS&E) phases, with an understanding of project development processes and delivery requirements.
  • Working knowledge of WSDOT design manuals, engineering standards, consultant administration procedures, and project delivery systems, with the ability to apply them to transportation project development.
  • Experience coordinating multidisciplinary project teams, specialty disciplines, consultants, and stakeholders to successfully deliver complex transportation projects while balancing project scope, schedule, and priorities.
  • Experience using Bentley OpenRoads Designer and other computer-aided design and drafting (CADD) software to develop roadway designs, engineering plans, and project deliverables.
  • Experience developing, maintaining, or monitoring project schedules using Primavera P6 to support project planning, coordination, and timely delivery of transportation projects.

Responsibilities

  • Administer WSDOT projects designed by consultants in the Design phase by implementing and monitoring consultant agreements and task orders.
  • Coordinate with all pertinent WSDOT support groups and offices, local agencies, tribes, and other interested parties to establish and manage project deliverables, roles and responsibilities, deadlines, and project constraints.
  • Draft agreements in close coordination with design consultants to accurately convey the scope of work including budget, deliverables, schedule and assumptions.
  • Lead technical reviews of engineering-related elements for agreements, supplements, and task orders.
  • Oversee preparation of reports, contract plans, specifications, and estimates.
  • Coordinate the setup of consultant access to WSDOT database systems and verify that data, such as Estimates, and Special Provisions is entered and accurate.
  • Oversee design consultants’ management of project development schedules.
  • Direct the design of complex design projects and multiple small-scale design projects simultaneously through the design and plan preparation stages including roadway, environmental, right of way, access control, and specialized engineering features.
  • Oversee design engineering consultants in the design of complex design projects and multiple small-scale design projects simultaneously.
  • Participate in meetings with engineering and other consultants, as well as state and local governmental and public agencies.
  • Independently monitor and evaluate the consultant's conformance to regulatory provisions of agreements and other issues of compliance.
