In the District Planning & Engineering Office, this role acts as a staff specialist, serving as the District Pavement Engineer. The position oversees the management of the roadway inventory and provides technical expertise and assistance to the Highway Management & Planning & Engineering Department. Key areas of focus include pavement design and build-up, repair and maintenance, project selection, and coordination of pavement coring operations. The role establishes priorities for project selection for the priority, general, and urban paving programs, and assists the District Planning Engineer in coordinating the annual Capital Workplan. It also plans and coordinates projects with other programs and manages the accurate and timely updating of management information systems related to program delivery (e.g., ELLIS, Structure Management System (SMS), Enterprise & Information Management System (EIMS)), ensuring their business rules, policies, and procedures are implemented and maintained as standard business practices. If necessary, the position may act as a first-line supervisor, providing training to lower-level transportation engineers, transportation technicians, and/or other support personnel. The role involves interpreting complex plans for effective implementation, minimizing accidents, conflicts, and delays. Responsibilities also include attending seminars, meetings, and work-related training, and operating a state vehicle to travel to and inspect project sites.
