About The Position

The State of Connecticut, Department of Transportation (DOT), is seeking motivated agency employees for a Transportation Principal Engineer (Engineering) position in the Bureau of Engineering and Construction, Division of Facilities and Transit, Hydraulics & Drainage and Soils & Foundations unit. This recruitment is open to current agency employees of the Dept. of Transportation only. The Transportation Principal Engineer oversees and leads the Hydraulics and Drainage, and Soils and Foundations sections. These sections provide crucial expertise in water resource matters, storm drainage systems, culverts, bridges over waterways, dams, and geotechnical aspects of roads, bridges, and transportation facilities. This expertise is vital during the planning, design, environmental permitting, and construction phases of engineering projects. The role also involves providing technical advice for maintenance, reviewing commercial development proposals, and overseeing consultant engineers. The incumbent must be available for office and field direction during significant rainfall events, including evenings and weekends, to assist with bridge scour monitoring. Travel for training, conferences, and meetings is also required. A valid driver's license is necessary.

Requirements

Current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service.
Nine (9) years of experience in complex transportation engineering projects.
One (1) year of the general experience must have been in a supervisory capacity over transportation engineering design projects.
Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
Considerable knowledge of principles and practices involved in transportation engineering such as bridge design, foundations, highway design, transportation facilities design, transportation planning, drainage or hydraulics, research, pavement design, pavement management, traffic and utilities.
Considerable knowledge of administrative and financial controls with respect to transportation engineering plans, contracts, projects and reports.
Considerable knowledge of relevant agency policies and procedures.
Considerable knowledge of relevant state and federal laws, statutes and regulations.
Considerable knowledge of the latest techniques and procedures employed in field of engineering or land surveying as applied to Department of Transportation.
Considerable interpersonal skills.
Considerable oral and written communication skills.
Considerable ability to interpret and apply principles of information systems and technologies.
Considerable ability to analyze and review engineering reports and plans.

Nice To Haves

Possession of an accredited bachelor’s degree or coursework in Civil, Transportation, Hydraulic, Geotechnical Engineering or a closely related field.
Experience employing the latest techniques, state-of-the-art computer software and procedures in the field of hydraulic engineering and geotechnical engineering as they apply to the transportation projects.
Experience with engineering design related to water resource management, bridges, culverts, drainage structures, bridge foundations, retaining walls, scour countermeasures and slope stabilization.
Experience showcasing knowledge and understanding of the Connecticut General Statutes (CGS) and Regulations of Connecticut State Agencies relating to Flood Management Certification (FMC), the FMC process and regulatory framework.
Experience working with and interpreting FEMA Flood Insurance Studies (FIS), mapping, technical data, and regulatory floodplain/floodway analysis models for compliance with state flood management and FEMA National Flood Insurance Program (NFIP) regulations.
Experience with the Office of the State Traffic Administration (OSTA) regulatory process related to the review of major traffic generators and their potential stormwater impacts to state transportation infrastructure.
Experience preparing subsurface exploration programs.
Experience involving standard test procedures of physical properties of soil and rock, interpreting the test results and applying the results to DOT projects.
Experience involving design and construction of multiple foundation types including spread footings, driven piles, micropiles, drilled shafts and underpinning.
Experience involving geotechnical support during construction and providing recommendations for construction related issues.
Experience writing technical documents, design specifications, letters and reports.
Experience with Asset Management principles.
Experience being a technical resource during Emergency Declarations.
Experience balancing workload amongst multiple priority projects and technical reviews.
Experience leveraging interpersonal skills to supervise a large team.
Experience with relevant department policies and procedures, and state and federal laws, statutes, and regulations.

Responsibilities

Oversees and leads the Hydraulics and Drainage, and Soils and Foundations sections.
Provides technical advice on hydraulic, drainage, and geotechnical activities associated with the maintenance of transportation facilities.
Reviews commercial development proposals brought before the Office of State Traffic Administration and district permit offices.
Oversees and reviews the work of consultant engineers.
Provides office and field direction during significant rainfall events at any and all times including evenings or weekends, in assisting the Bridge Safety and Evaluation Section with hydraulic information to monitor bridges for scour.
Travels for training, conferences, meetings, etc. both within and outside of normal working hours, when necessary.
Schedules, assigns, oversees and reviews work of staff.
Provides staff training and assistance.
Conducts performance evaluations.
Determines priorities and plans unit work.
Establishes and maintains unit procedures.
Develops or makes recommendations on development of policies and standards.
Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures.
Prepares reports and correspondence.
Supervises work of engineers, technicians and other technical and/or clerical personnel in any one of several organizationally specialized engineering, operations, or railroad sections.
Reviews detailed plans, specifications or studies of complex transportation engineering problems related to areas such as highway, bridge, facility or geometric design, traffic engineering, electrical engineering, geo-technical engineering, hydraulics and drainage, utilities, contract and project development, or railroad engineering.
Coordinates design or construction projects.
Prepares special reports, cost estimates, standards and specifications and fee schedules for consultant engineers, surveyors or contractors.
Reviews progress reports.
