About The Position

The Traffic Operations & Maintenance Specialist performs skilled technical work in the installation, maintenance, inspection, and repair of traffic control devices, including traffic signals, signs, pavement markings, and related infrastructure. This position supports the City's Traffic Operations & Maintenance Program by ensuring safe and efficient traffic flow in compliance with applicable standards and regulations. The Traffic Operations & Maintenance Specialist plays a key role in field operations, troubleshooting, and system performance. The position requires knowledge of traffic signal components, including controllers (NEMA/ATC), load switches, conflict monitors, and detection systems; understanding of electrical systems, including AC/DC circuits, wiring, grounding, and troubleshooting techniques; familiarity with traffic control devices, pavement markings, and roadway safety principles; as well as working knowledge of MUTCD standards and applicable state guidelines. Work is performed under the general direction of the Traffic Operations & Maintenance Supervisor and is carried out with significant independent judgment and initiative.

Requirements

  • Knowledge of traffic signal components, including controllers (NEMA/ATC), load switches, conflict monitors, and detection systems.
  • Understanding of electrical systems, including AC/DC circuits, wiring, grounding, and troubleshooting techniques.
  • Familiarity with traffic control devices, pavement markings, and roadway safety principles.
  • Working knowledge of the Manual on Uniform Traffic Control Devices MUTCD standards and applicable state guidelines such as those from the Florida Department of Transportation (FDOT).
  • Ability to read and interpret engineering drawings, schematics, and technical specifications.
  • Strong troubleshooting and problem-solving skills in field conditions.
  • Ability to work independently and as part of a team in a fast-paced environment.
  • Effective communication skills for coordinating with supervisors, coworkers, and the public.
  • Ability to prioritize tasks and respond quickly to urgent and emergency situations.
  • Mechanical aptitude and proficiency in the use of hand and power tools.
  • Basic to intermediate experience with traffic signal control software (Yunex Traffic, Econolite Centracs, OMNI eX Intersection Control Software and other SWARCO McCain systems).
  • Familiarity with GIS platforms such as Esri ArcGIS for viewing and updating asset data.
  • Experience with work order and asset management systems (Tyler Technologies or Brightly – Asset Essentials).
  • Proficiency in Microsoft Office Suite, particularly Excel for data entry and tracking.
  • Experience with handheld or mobile field devices for inspections and reporting.
  • Managing sensitive infrastructure data responsibly and ethically.
  • Committing to data security, confidentiality, and compliance with public records laws.
  • Keeping current with emerging technologies, traffic operations trends, and industry standards.
  • High School Diploma or General Educational Development (GED) is required.
  • Minimum of three (3) years of experience in traffic signal maintenance, roadway maintenance, or related field is required.
  • Must possess a valid State of Florida driver's license.
  • Must possess a valid State of Florida Commercial Driver's License (CDL), Class B, as a minimum.

Nice To Haves

  • Familiarity with traffic data collection tools and software is preferred.
  • Technical training or coursework in electronics, electrical systems, transportation, or a related field is preferred.
  • Municipal government or public-sector experience is strongly preferred.
  • International Municipal Signal Association (IMSA) Traffic Signal Technician Level I certification, or ability to obtain one within one (1) year.
  • FDOT Temporary Traffic Control (TTC/MOT) – Intermediate Level certification, or ability to obtain one within 6 months.
  • IMSA Traffic Signal Technician Level II certification is desirable.
  • IMSA Signs & Markings certification is desirable.
  • OSHA 10-hour Construction Safety certification is desirable.
  • Electrical or electronics-related certifications or training are desirable.
  • An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.

Responsibilities

  • Installs, maintains, troubleshoots, and repairs traffic signal systems, including controllers, cabinets, detection systems (loop, video, radar), and communication equipment.
  • Performs preventive maintenance and inspections on signalized intersections to ensure proper operation and compliance.
  • Diagnoses and repairs electrical, electronic, and communication issues in traffic signal systems.
  • Assists with signal timing implementation and field adjustments under supervisory or engineering direction.
  • Maintains and repairs street lighting systems associated with traffic signals where applicable.
  • Installs, repairs, and replaces regulatory, warning, and guide signs in accordance with the Manual on Uniform Traffic Control Devices (MUTCD).
  • Performs layout, installation, and maintenance of pavement markings, including striping, thermoplastic, and raised pavement markers (RPMs).
  • Conducts field inspections to ensure visibility, reflectivity, and proper placement of traffic control devices.
  • Assists in implementing temporary traffic control setups for construction, maintenance activities, and special events.
  • Conducts routine and emergency field response to traffic-related issues, including signal malfunctions, damaged signs, and roadway hazards.
  • Reads and interprets traffic signal plans, wiring diagrams, blueprints, and maintenance manuals.
  • Operates specialized equipment such as bucket trucks, striping machines, message boards, and traffic counters.
  • Assists in traffic data collection activities, including traffic counts, speed studies, and equipment deployment.
  • Maintains accurate records of performed work, used materials, and asset conditions.
  • Follows all applicable safety procedures, including OSHA standards, and properly use personal protective equipment (PPE).
  • Ensures work zone safety through proper setup of Maintenance of Traffic (MOT) or Temporary Traffic Control (TTC) devices.
  • Reports unsafe conditions and assists in implementing corrective actions.
  • Supports emergency response operations, including hurricanes, major incidents, and roadway closures.
