About The Position

The Trade Program Manager (TPM) will manage the operational entry process requests, such as HTS/ADD/CVD, STL/ALUM/CU, FTA and IOR in addition to any other import activity required to file a complaint entry. This position also manages compliance programs by performing audits on broker entries and ensuring adherence to import and export customs regulations. In addition, this position supports the International Compliance Manager and the compliance department with any tasks or activities required such as post entry correction projects, protest filing, trade remedies, and duty drawback programs among other activities.

Requirements

  • 5+ years of work experience
  • Bachelor’s degree in business, Logistics or International-related field
  • Customs broker license required
  • Strong classification skills
  • Working knowledge of US & CA Customs laws and regulations
  • Detail-oriented, with ability to identify and resolve entry filing errors
  • Strong communication skills, both verbal and written, with ability to accurately describe/simplify complex customs terms/programs
  • Ability to meet deadlines and work with a sense of urgency
  • Excellent analytical and problem-solving skills
  • Strong Excel, Access, and data analysis skills

Nice To Haves

  • Three years of experience in trade compliance desired

Responsibilities

  • Responsible for accurate classifications of heavy truck components, equipment, prototypes and related products.
  • Ability to interpret technical drawings and legal rulings to assign proper classifications.
  • Verify accuracy of 3rd party classifications and coordinate workflow.
  • Update HTS database timely and accurately.
  • Provide timely responses to internal and external customers.
  • Monitor anti-dumping (AD) and countervailing duty (CVD) cases, report on potential cases that may impact PACCAR, and maintain records of current products subject to AD/CVD.
  • Research and advise brokers on AD/CVD applicability.
  • Monitor termination of cases.
  • Conduct internal audits to identify broker, supplier and division compliance issues and work to resolve any issues identified to ensure regulatory compliance through the PACCAR supply chain.
  • Report, address, and document internal audit findings.
  • Perform other compliance related duties and/or projects as required, including, but not limited to responding to customs inquiries, duty drawback filings, broker/vendor/government payment processing, developing internal compliance training, proper record keeping, and broker invoice processing.
