Trade Compliance Manager/Senior Manager

Maybell Quantum Industries•Denver, NY

About The Position

Maybell Quantum is hiring its first dedicated trade compliance professional to own global trade compliance. The role will build and lead the company’s export compliance function as it grows across the United States, Germany, Finland, and Singapore and ships to customers across North America, Europe, and Asia. The company’s cryogenic infrastructure products for quantum computing fall within an emerging export-control regime, and the position will make and defend decisions that affect shipments, customer transactions, and international engineering collaboration. The role has direct responsibility for product and technology classification, licensing, deemed exports, restricted-party screening, end-use diligence, supply-chain compliance, employee travel monitoring, and the company’s Export Compliance Program. The position has authority to hold shipments, transfers, or technical-data disclosures while compliance issues are resolved. It reports to the President, partners with Operations, Engineering, Sales, Supply Chain, IT, and HR, and escalates unresolved conflicts between compliance decisions and commercial or operational commitments to the CEO. The final title—Manager or Senior Manager—and base salary will depend on the candidate’s licensing experience and multi-jurisdictional exposure. The role offers the opportunity to build and lead Maybell’s global trade compliance function.

Requirements

  • Demonstrated experience filing and managing BIS licenses, rather than only supporting another person’s applications.

  • Sound judgment and willingness to enforce compliance decisions, including saying no when appropriate.

Nice To Haves

  • Exposure to EU dual-use regulation and at least one national European regime, such as German BAFA, the Finnish Ministry for Foreign Affairs, or Dutch national controls.
  • Experience building a compliance program rather than inheriting one.
  • Familiarity with emerging technology controls, including quantum, advanced computing, or semiconductors.
  • Experience supporting distributor and reseller channels with end-user obligations.

Responsibilities

  • Support hiring and onboarding decisions involving foreign-national access to controlled technology.
  • Maintain employee nationality and immigration-status records as required by the EAR and applicable local regulations.
  • Conduct restricted- and denied-party screening of customers, distributors, suppliers, and visitors.
  • Perform end-use and end-user diligence and escalate red flags.
  • Identify and apply for licenses required for specific deals and track applications through approval before commercial commitments are made.
  • Support commercial negotiations on export-related contract terms, including license conditions, end-user certifications, re-export obligations, and distributor undertakings.
  • Work with Supply Chain to conduct export-compliance diligence on suppliers and partners and establish appropriate contractual commitments.
  • Review supply-chain strategies for export-control implications, including sourcing locations, supplier jurisdictions, and the sharing of controlled technical data.
  • Confirm that outsourced parts and technical data provided to suppliers are properly classified and authorized before release.
  • Monitor emerging supply-chain risks, including new controls, entity listings, and sanctions changes, and drive mitigation such as alternate sourcing or additional licensing.
  • Develop and maintain a staff travel policy addressing business travel, devices, and technical data carried abroad.
  • Monitor employee travel declarations, IT reports, and other ongoing compliance activities.
  • Build and maintain the Export Compliance Program, including written procedures, training, recordkeeping, internal audit, and escalation paths.
  • Deliver role-specific compliance training to departments.
  • Manage outside trade counsel and consultants, scope their work, and own internal compliance decisions.
  • Prepare compliance materials for investor and customer diligence.
  • Exercise authority to hold shipments, transfers, or technical-data disclosures pending compliance resolution without requiring Operations or Sales sign-off.
  • Escalate unresolved conflicts between compliance decisions and commercial or operational commitments to the CEO.
