Trade Compliance Manager/Senior Manager

Maybell Quantum Industries•Santa Fe, NM
•$130,000 - $180,000

About The Position

Maybell Quantum is seeking a Trade Compliance Manager/Senior Manager to own and build the company’s global trade compliance function. This is the company’s first dedicated compliance hire; the function currently operates through the President with outside counsel support. The role has decision-making authority over classification and licensing and is involved early in commercial and operational decisions. It partners with Operations, Engineering, Sales, Supply Chain, IT, and HR, and reports to the President. Maybell develops cryogenic infrastructure for quantum computers and operates from Denver, with facilities in Münster, Germany, and Helsinki, Finland, while establishing operations in Singapore. The company ships to customers across North America, Europe, and Asia. The position addresses active licensing needs, distributor end-user obligations, deemed export issues across multinational engineering teams, and evolving controls affecting quantum technology. The role owns product, component, software, and technical-data classification; licensing across U.S. and relevant foreign regimes; deemed export controls and technical-data access; transaction screening and diligence; supply-chain and partner compliance; travel policies and ongoing monitoring; and the company’s Export Compliance Program. The manager may hold shipments, transfers, or technical-data disclosures pending compliance resolution and escalates unresolved conflicts to the CEO. The position also manages outside trade counsel and consultants and prepares compliance materials for investor and customer diligence. The position is available at Manager or Senior Manager level. Final title and base salary depend on licensing experience and multi-jurisdictional exposure.

  • Sound judgment and willingness to make and defend compliance decisions, including saying no when appropriate.
  • A law degree is not required.

Nice To Haves

  • Exposure to EU dual-use regulation and at least one national European regime, such as German BAFA, Finnish Ministry for Foreign Affairs, or Dutch national controls.
  • Experience building a compliance program rather than inheriting one.
  • Familiarity with emerging technology controls, including quantum, advanced computing, or semiconductors.
  • Experience supporting distributor and reseller channels with end-user obligations.

Responsibilities

  • Classify products, components, software, and technical data under the EAR, including quantum-specific ECCNs and related controls.

  • Work with IT and engineering leadership to define access controls for CAD, PLM, and technical documentation systems.
  • Support hiring and onboarding decisions involving foreign national access to controlled technology.
  • Maintain current employee nationality and immigration-status records as required by applicable regulations.
  • Screen customers, distributors, suppliers, and visitors against restricted and denied party lists.
  • Conduct end-use and end-user diligence, including escalation of red flags.
  • Identify, apply for, and track deal-specific licenses before commercial commitments are made.
  • Support commercial negotiations on export-related contract terms, including license conditions, end-user certifications, re-export obligations, and distributor undertakings.
  • Work with Supply Chain to conduct export-compliance diligence on suppliers and partners and establish appropriate contractual commitments.
  • Review supply-chain strategy for export-control implications, including sourcing locations, supplier jurisdictions, and sharing of controlled technical data.
  • Confirm outsourced parts and related technical data are properly classified and authorized before release to suppliers.
  • Monitor emerging supply-chain risks, including new controls, entity listings, and sanctions changes, and drive mitigation.
  • Develop and maintain a staff travel policy covering business travel, devices, and technical data carried abroad.
  • Monitor employee travel declarations, IT reports, and other ongoing compliance activities.
  • Build and maintain Maybell’s Export Compliance Program, including written procedures, training, recordkeeping, internal audit, and escalation paths.
  • Deliver role-specific training to departments.
  • Manage outside trade counsel and consultants, scope their work, and own internal compliance decisions.
  • Prepare compliance materials for investor and customer diligence.
  • Hold shipments, transfers, or technical-data disclosures pending compliance resolution when needed.
  • Escalate unresolved conflicts between compliance determinations and commercial or operational commitments to the CEO.
