This onsite role requires the selected candidate to work from an HHS office in Austin, Texas. The Information Technology (IT) Technical Recruiter reports to the Director of Workforce Operations and Support in the Health and Human Services Commission (HHSC) Information Technology Administration and Finance division. Performs advanced consultative services and technical assistance work. The position supports the IT division in the planning, development, and implementation of strategic initiatives for recruiting and hiring strategies aimed at identifying and hiring high quality staff and increasing retention rates. The IT Technical Recruiter is accountable for leading efforts in sourcing, selecting, and hiring, while providing consultation and recommendations based on business knowledge and strategies. Monitors progress in meeting recruitment plans and goals and develops data and reports on recruitment and retention initiative outcomes. The position develops and maintains effective working relationships with IT staff, HHSC Human Resources (HR), Centralized Accounting and Payroll/Processing System (CAPPS) Service Center staff, universities and colleges, military, and workforce professionals. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of human resources management principles and practices.
  • Knowledge of state and federal employment laws, guidelines, policies and procedures.
  • Knowledge in all components of full lifecycle recruiting including sourcing, qualifying, networking, job analysis, wage and salary trends, and due diligence
  • Skill in Microsoft Office Suite applications.
  • Skill in establishing and maintaining effective, professional working relationships.
  • Skill in summarizing complex information and issues, evaluating alternatives, and developing creative and workable solutions.
  • Skill in managing multiple projects and prioritizing activities to meet strict deadlines
  • Ability to analyze information to evaluate metrics and adjust practices to improve results.
  • Ability to work independently with minimal supervision.
  • Ability to analyze qualitative and quantitative information for decision support.
  • Ability to prioritize tasks with strong organizational and time management skills.
  • Ability to interact with a diversified group of people and conduct presentations to both large and small groups.

Proactively builds a pipeline of pre-qualified candidate pools in line with the division’s workforce plans.
  • Ability to travel for recruitment meetings, college visits, and career fairs.
  • 1 year of Recruiting experience at an agency or in-house required.
  • Selected candidates must be legally authorized to work in the U.S. without sponsorship.
  • Selected candidate must be willing to commute to the office on the required days.

Nice To Haves

Responsibilities

  • Performs strategic research and data-driven sourcing activities. Leverages online recruiting resources, social media networking sites, and agency applicant tracking system to identify candidates. Proactively builds a pipeline of pre-qualified candidate pools in line with the division’s workforce plans. Develops and maintains effective relationships with hiring managers.
  • Interprets HR hiring policies to maintain compliance with agency and state regulations and provides technical assistance to IT hiring managers. Identifies barriers or process issues impacting recruiting and hiring, diagnoses root causes, develops and implements solutions. Troubleshoots applicant tracking system issues. Interfaces with other entities (HR, CAPPS Service Center, etc.) on issues related to hiring.
  • Directs posting efforts, conducts applicant screening, coordinates interviews, conducts reference checks and prepares offer letters. Serves as the liaison between applicants and hiring managers.
  • Monitors progress in meeting recruitment and staffing plans by tracking data and informing leadership.
  • Represents Workforce Operations and Support at meetings and work groups related to hiring and recruitment. Stays informed of industry trends and best practice recruitment processes.
  • Evaluates, develops, and implements pre-employment assessment tools for use in the selection process.
  • Performs other duties as assigned.
