About The Position

The Technical Program Manager partners with product and engineering teams to support development and execution of the portfolio roadmap. The role plans, coordinates, and supports day-to-day execution of assigned programs and initiatives, and leads large program-planning activities to align objectives, timelines, and deliverables across initiatives. The position tracks and reports program progress, risks, dependencies, and outcomes across stakeholders; ensures execution follows enterprise and sector program-management standards; and works with product teams and stakeholders to define requirements, manage schedules, identify risks, and communicate status and recommendations. It facilitates leadership reviews, supports engineering rigor by checking delivery against agreed acceptance criteria and definitions of done, and identifies or escalates impediments through established governance channels. The role also applies facilitation and dependency-management techniques to coordinate across programs and teams, maintains visibility into interdependencies and escalations, and identifies opportunities for continuous improvement and change initiatives. Expected outcomes include coordinated delivery aligned to portfolio objectives and adoption tracking, clear program plans and reporting, effective cross-team coordination, timely engineering outcomes aligned to standards, and process and delivery improvements. Hands-on coding is not required, but sufficient technical depth is needed to facilitate architecture and system discussions, reviews, and go-live activities.

Requirements

  • Proven experience in enterprise program management, PMO leadership, process management, or large-scale software delivery, with accountability for complex cross-functional initiatives from planning through execution.
  • Demonstrated ability to run complex, high-visibility programs involving multiple workstreams, competing priorities, critical dependencies, and senior leadership oversight.
  • Strong PMO discipline, including governance, portfolio alignment, milestone planning, RAID management, dependency tracking, executive reporting, decision documentation, and action-item follow-through.
  • Experience managing difficult partners, challenging stakeholders, and competing agendas while maintaining professionalism, driving alignment, and keeping teams focused on delivery outcomes.
  • Ability to influence without direct authority across product, engineering, risk, operations, business, and leadership teams in a matrixed enterprise environment.
  • Experience delivering complex technical programs within cloud, cybersecurity, infrastructure, risk, or software engineering environments.
  • Strong understanding of agile delivery practices, including Scrum, Kanban, and Scaled Agile frameworks, and ability to apply agile, hybrid, or governance-led approaches based on program needs.
  • Ability to define scope, success criteria, operating models, roles and responsibilities, escalation paths, and measurable outcomes amid ambiguity.
  • Excellent written and verbal communication skills, including synthesizing technical, delivery, and risk information into executive-ready updates, recommendations, and decision points.
  • Strong facilitation and negotiation skills, including leading working sessions, resolving blockers, managing conflict constructively, and gaining commitment from diverse stakeholder groups.
  • Ability to manage risk, dependencies, delivery timelines, resource constraints, and escalation paths across multiple initiatives while maintaining transparency and accountability.
  • Sufficient technical depth to facilitate architecture and system discussions, reviews, and go-live activities; hands-on coding is not required.
