About The Position
ProSidian seeks a Technical Advisory Services Director | Independent Engineering (IE) Advisory Services / Program Governance [DOE0043043] for Program Support on an Exempt 1099 Contract: No Overtime Pay Basis Remote (within USA - W/ On-Site Meetings Expected) in The CONUS - Located In Washington, DC / Nationwide (Remote Project Support Across the United States) Area. This role is aligned with GSA Labor Category: Program Manager and requires relevant Energy Industry (Oil, And Gas/Power, And Utilities) Sector Experience. The position supports professional services engagement for clients such as the U.S. Department of Energy (DOE), specifically the Loan Programs Office (LPO), which provides debt financing for energy infrastructure projects. The role involves providing Independent Engineering advisory support for technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with an emphasis on strategic leadership, multidisciplinary reviews, and executive-quality deliverables. The Director will review project documentation, evaluate technical and commercial interfaces, identify risks and mitigations, and prepare defensible work products. Coordination with various stakeholders including engineering, finance, legal, construction, operations, environmental, HSE, and project controls is essential to support timely decision-making.
Requirements
- 15+ years of progressive energy infrastructure, engineering advisory, project finance, program management, or independent engineering experience.
- 5+ years leading multidisciplinary teams, client delivery, and senior stakeholder engagement for federal, lender, or owner-side programs.
- Bachelor's degree in engineering, construction management, finance, business, or related field.
- Proficiency with business tools and technology, including Microsoft Office (Excel, Access, Outlook, PowerPoint, Word).
- Proficiency with Adobe Acrobat, data analytics tools, and Visio.
- Ability to quickly learn other tools as needed.

Responsibilities
- Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
- Provides strategic leadership of technical advisory services, multidisciplinary reviews, and executive-quality deliverables.
- Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, and validates assumptions.
- Supports conditions precedent and disbursement readiness reviews where applicable.
- Prepares defensible work products including technical governance, expert coordination, executive summaries, quality reviews, and advisory recommendations.
- Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
- Manages multidisciplinary engineering advisory teams.
- Manages technical advisory services, deliverable integration, subject matter expert coordination, and executive-level technical reporting.
- May participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
