About The Position

ProSidian seeks a Technical Advisory Services Director | Independent Engineering (IE) Advisory Services / Program Governance [DOE0043043] for Program Support on an Exempt 1099 Contract: No Overtime Pay Basis Remote (within USA - W/ On-Site Meetings Expected) in The CONUS - Located In Washington, DC / Nationwide (Remote Project Support Across the United States) Area. This role supports the U.S. Department of Energy's Loan Programs Office (LPO), which provides debt financing for energy infrastructure projects. The position is aligned with the GSA Labor Category: Program Manager and requires relevant Energy Industry experience (Oil, Gas/Power, Utilities). The role involves providing Independent Engineering (IE) Advisory Services focused on Risk Management Solutions for clients like the DOE. The Technical Advisory Services Director will convert engineering, construction, compliance, operating, commercial, and risk findings into lender-ready due diligence, monitoring, certification, and decision-support outputs. This includes managing multidisciplinary engineering advisory teams, technical advisory services, deliverable integration, subject matter expert coordination, and executive-level technical reporting.

Requirements

• Bachelor's degree in engineering, construction management, finance, business, or related field.
• 15+ years of progressive energy infrastructure, engineering advisory, project finance, program management, or independent engineering experience.
• 5+ years leading multidisciplinary teams, client delivery, and senior stakeholder engagement for federal, lender, or owner-side programs.
• Proficiency with business tools and technology, including Microsoft Office (advanced with Excel, Access, Outlook, PowerPoint, and Word).
• Proficient with Adobe Acrobat, data analytics tools, and Visio.
• Ability to quickly learn other tools as needed.

• Advanced degree, PE, PMP, PgMP, or equivalent senior delivery credential preferred.

• Security clearance is necessary for engagement teams managing sensitive work in the Federal Marketplace.

Responsibilities

• Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
• Provides strategic leadership of technical advisory services, multidisciplinary reviews, and executive-quality deliverables.
• Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, and validates assumptions.
• Supports conditions precedent and disbursement readiness reviews where applicable.
• Prepares defensible work products including technical governance, expert coordination, executive summaries, quality reviews, and advisory recommendations.
• Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.
• May participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
