About The Position

Manage the levy administration process and tax roll development within the tax commissioner’s office. This role ensures accurate calculation, distribution, and reporting of property tax levies while supervising staff and coordinating with other departments.

Requirements

  • Associate’s degree in accounting, finance, public administration, or related field preferred.
  • Three years related experience, with at least one year’s experience in a Tax/Tag division.
  • Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.
  • Strong knowledge of property tax laws and regulations.
  • Ability to utilize Microsoft Office, especially Word and Excel.
  • Ability to learn basic title processes in DRIVES
  • Valid Class C Driver’s License, Defensive Driving Certificate and a satisfactory Motor Vehicle Record.
  • Analytical and detail-oriented mindset.
  • Strong communication and interpersonal skills.
  • Ability to manage deadlines and complex data sets.
  • Knowledge of State laws and regulations governing property taxes.
  • Knowledge of general office procedures, methods and equipment.

  • Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.
  • Essential functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs.
  • Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours.

Responsibilities

  • Serves as sworn Deputy Ex-Officio Sheriff for purpose of enforcing tax executions, levying on property and the collection of delinquent real and personal property tax.
  • Supervise the preparation, maintenance and reconciliation of delinquent property tax rolls.
  • Issues, records, and cancels tax liens in public records.
  • Coordinates site visits with appropriate law enforcement agencies.
  • Direct and train tax levy agents or staff handling levy processes.
  • Assign tasks, monitor performance, and provide technical guidance to other tax levy agents.
  • Ensure levies are calculated correctly according to statutory requirements.
  • Monitor compliance with local and state tax laws.
  • Provide guidance, researching and resolving complex tax issues.
  • Ensures levies calculated correctly and applied to parcels.
  • Serve as liaison between the assessor’s office, taxpayers, and government agencies.
  • Post tax sale levy notices on real property, mobile homes, and boats; marina and other business site visits for seizure of property.
  • Coordinate delinquent tax sale duties involve creating Stage 1 list, tax sale lists, newspaper advertisements.
  • Maintains tax sale records, including property information, delinquent tax bills, outstanding liens, title research and other items provided by collection agency.
  • Performs legal research in public records to determine current owner of property and security interest holders for seized business inventory and equipment; notifies delinquent taxpayers and lienholders of levy and tax sale; prepares advertisements.
  • Build strong working relationships with taxpayers, vendors, and government stakeholders.
  • Address inquiries, resolve disputes, and provide clear explanations of the levy process.
  • Oversee the tax levy agent scanning and logging of post office returned mail, researching the proper address for the taxpayer to receive tax statement.
  • Generates, prints, and mails delinquent tax notices.
  • Processes property tax payments.
  • Conducts site inspection of delinquent mobile homes to verify if livable or if someone living in it.
  • Conducts all tax sales by auctioning delinquent property. Directs taxpayers in procedures on redemption of property sold.
  • Understands and keeps up to date with laws, rules and regulations concerning the taxation of real and personal property.
  • Sets up, maintains, and troubleshoots minor problems related to desktop computer equipment.
  • Regular and predictable attendance is required.
  • Performs other duties as required.
