About The Position

The Department of Budget & Management's Recruitment and Examination Division (RED) is seeking a Talent Acquisition Traineeto join their team. RED supports Maryland State agencies by providing recruitment, examination, and selection expertise to help build a qualified workforce that serves Maryland citizens. This is an entry-level position where the incumbent will assist the division in its efforts to guide Maryland State agencies in identifying best qualified applicants. The division shares their expert knowledge of recruitment and selection processes, understanding of legal and technical standards regarding recruitment and employee selection, and recent innovations and best practices in personnel selection with the other agencies within the State Personnel Management System.

Requirements

  • One year of paraprofessional personnel work experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.
  • Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.
  • Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the field of HR/personnel administration, business administration, public administration, statistics, tests and measurements, industrial-organizational psychology or other related field on a year-for-year basis of the required experience.
  • Candidates for employee or labor relations positions may substitute the possession of a Juris Doctor degree from an accredited school of law for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or Human Resources specialty codes in the Personnel field of work on a year-for-year basis for the required experience.
  • Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Nice To Haves

  • Possession of a bachelor's degree in Human Resources, Business Administration, Marketing, Psychology or related field from an accredited college or university.
  • At least 3 months of experience in the following areas: HR recruitment experience including working with hiring managers throughout the recruitment process.
  • Using social media to recruit for an organization or to promote/brand an organization
  • Using LinkedIn or Handshake to recruit for hard to fill positions
  • Marketing or outreach experience, including representing an organization at an outreach event
  • Using data analysis skills to make recruitment or marketing recommendations

Responsibilities

  • Learning to perform all aspects of recruitment which includes: reviewing and approving Agency recruitment plans, creating and posting job announcements, reviewing and rating applications and creating certified eligible lists.
  • Learning to respond to inquiries from applicants and agency HR staff through calls, tickets and email.
  • Learning to use LinkedIn and Handshake to source candidates for hard to fill positions.
  • Learning to maintain an advertising database and manage centralized accounts for online job boards to support agency recruiting.
  • Learning to conduct data analysis related to online posting use and create recommendations for additional advertising based on data.
  • Learning to work with the Outreach lead to identify potential recruitment events, evaluate and update recruitment materials and identify new ways to source potential candidates.
  • Learning to plan and conduct special recruiting activities at job fairs and on college campuses.
  • Learning to participate in the annual statewide audit of SPMS appointments to determine whether agencies are recruiting and selecting employees in accordance with laws and policies.
