About The Position

Performs a variety of technical and administrative tasks related to the administration, maintenance, and support of the City of Orlando Water Reclamation’s Information Technology (IT) and Operational Technology (OT) infrastructure. Responsibilities include the installation, configuration, maintenance, monitoring, security, troubleshooting, backup and recovery, capacity planning, and documentation of computer systems, servers, network infrastructure, and associated hardware and software. Supports mission-critical IT and OT systems, including SCADA and industrial control system (ICS) environments, while ensuring the availability, reliability, and cybersecurity of City infrastructure. Must adhere to City and departmental policies and procedures. Work is performed under the general supervision of departmental management and is subject to periodic review and evaluation. Work requires a flexible schedule to include some evenings and weekends.

Requirements

  • Bachelor's Degree with major coursework in Computer Science and one (1) year of work experience in systems administration, networking, cybersecurity or related field (for Administrator I); or at least two (2) years of work experience (for Administrator II); or at least five (5) years of work experience (for Administrator III).
  • Valid Florida Driver's License required.
  • Must pass police background check/investigation.
  • Basic system administration: 1 to 2 years hands on experience on Windows Servers: create users, manage permissions, check logs, and perform routine maintenance.
  • Networking Fundamentals: Understanding the OSI model, fundamentals of TCP/IP, VLANs, subnets, DHCP, DNS, and basic switch/router configuration.
  • Firewall configuration and troubleshooting.
  • Active Directory fundamentals: User/group management, OU navigation, basic GPO understanding.
  • Basic cybersecurity hygiene: MFA, patching, least‑privilege, log review, and safe change‑control behavior.
  • Basic virtualization knowledge: VMware or Hyper‑V basics: snapshots, VM creation, resource awareness.
  • Backup/restore fundamentals: Running backups, verifying jobs, performing simple restores.
  • Ticketing and documentation: Able to follow procedures, document changes, and escalate appropriately.
  • Intermediate system administration: 3–5 years managing Windows Server. Comfortable with Active Directory, GPOs, file services, patching cycles, and log analysis.
  • Network configuration proficiency: VLAN creation, trunking, routing basics, ACLs, switch configuration, Wi‑Fi management, and troubleshooting with tools like Wireshark.
  • Fiber networking.
  • Virtualization management: Building VMs, managing clusters, resource balancing, snapshots, templates, and storage considerations.
  • Backup and Disaster Recovery (DR) operations: Designing backup jobs, performing restores, validating retention policies, and participating in DR testing.
  • Scripting and automation: PowerShell, Bash, or Python for routine automation and configuration consistency.
  • Security operations: SIEM log review, vulnerability remediation, MFA enforcement, endpoint hardening, and participating in incident response.
  • Change management discipline: Writing change plans, performing risk assessments, and coordinating with OT stakeholders.
  • Advanced system administration: Deep expertise in Windows Server, Linux, AD architecture, GPO design, PKI, identity lifecycle, and performance tuning.
  • Network architecture: Designing segmented networks, routing strategies, firewall rulesets, design and administration of firewall policies, VPNs, high‑availability topologies, and redundancy planning.
  • Virtualization & storage architecture: Designing clusters, SAN/NAS integration, vSphere/Hyper‑V optimization, and capacity planning.
  • Data replication.
  • Security engineering: Certificate Authority, threat modeling, vulnerability management programs, SIEM tuning, incident response leadership, and compliance frameworks (NIST Cybersecurity Framework, ISA/IEC 62443).
  • Automation & orchestration: PowerShell or similar tools for infrastructure-as-code.
  • Project leadership: Leading multi‑team upgrades and migrations.
