About The Position

Under administrative direction, this position will assist the Water Reclamation Division Administrator with overseeing and managing the Sewer Maintenance Operations section, Water Reclamation Fleet, Sewer Systems Engineering section, and Plan Review and Regulatory Management section. It will also assist with directing staff engaged in preparation of plans, studies, cost estimates, and oversight of construction projects. Assist with developing and implementing strategic goals related to future collection system planning and administrative policies and procedures. Also, assist with preparing and monitoring both the capital and operational budgets. This position may represent the Administrator in meetings with City officials, City Council and the department Director, as needed, pertaining to administrative matters; performs related duties as required. For this vacancy, a valid State of Ohio certificate as a registered professional engineer is required.

Requirements

  • Possession of a bachelor's degree
  • Five (5) years of managerial experience in an engineering group, utility collection or distribution system, or a related field
  • A valid State of Ohio certificate as a registered professional engineer (P.E.) is required for this vacancy
  • Professional engineering experience

Nice To Haves

  • A master's degree may substitute for one (1) year of the required experience

Responsibilities

  • Assists the Administrator in directing the operation and maintenance of the sanitary collection system, water reclamation facilities, and stormwater and collection system
  • Assists the Administrator in the development and implementation of strategic goals, administrative policies, operating procedures, and special projects or programs
  • Assists the Administrator in the identification of solutions to specific problems pertaining to personnel, equipment, supplies, and facilities
  • Coordinates the work between the division's engineering, treatment facilities, and collection system
  • Conducts surveys and investigations and evaluates data and compiles reports, as directed by the Administrator, in order to make recommendations to the Department Director or to address concerns and/or complaints of consumers
  • Prepares required legislation and consults with the City Attorney on legal aspects of operations
  • Stays abreast of regulatory compliance items, industry developments, regional growth, and other matters that could affect division operation and needs
  • Coordinates work with external regulatory agencies, departments, and entities that do business with and/or interface with the division and department
  • Prepares correspondence for own signature or the Administrator's signature
  • Represents the Administrator in meetings with City officials, City Council, and the Department Director, as needed, pertaining to administrative matters
  • Assists in the preparation of the annual budget and reports
