About The Position

This is the entry-level class in the line maintenance series. Under direct or general supervision, performs a variety of routine to skilled work in the installation, repair, construction, and maintenance of the City’s water distribution system, wastewater collections systems, and related appurtenances; and performs related work as required. Receives technical and functional direction and training from the Utility Systems Worker II and/or direct or general supervision from the Utility Systems Worker III. Initially under close supervision, incumbents with basic maintenance experience learn City infrastructure, systems, and facilities, use of tools and equipment, and a wide variety of practices and procedures. As experience is gained, assignments become more varied and are performed with greater independence. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

Requirements

  • High School diploma or equivalent.
  • Utility Systems Worker I - Class D Water License required within 18 months of employment; Valid Texas driver license with driving record that meets City guidelines.
  • Utility Systems Worker II - Class C Water Distribution License; Class B Commercial Driver’s License.
  • Utility Systems Worker III - Class B Water Distribution; Class A Commercial Driver’s License.
  • Maintenance principles, practices, tools, and materials for maintaining and repairing water distribution systems.
  • The operation and minor maintenance of a variety of hand and power tools, vehicles, and power equipment.
  • Basic traffic control procedures and traffic sign regulations.
  • Applicable Federal, State, and local laws, codes, and regulations.
  • Shop arithmetic.
  • Safety equipment and practices related to the work, including the handling of hazardous chemicals and confined space entry.
  • Safe driving rules and practices.
  • Basic computer software related to work.
  • Techniques for providing a high level of customer service to the public and City staff, in person and over the telephone
  • Perform construction, modification, maintenance, and repair work on water distribution systems, facilities, and equipment such as found in the City.

Responsibilities

  • Performs a variety of routine to skilled work to inspect, maintain, and repair valves, water distribution pipelines and related appurtenances; inspects and tests lines in the distribution system; threads and fits pipes
  • Inspects water services for compliance with established codes and/or damaged or worn parts, and makes repairs as necessary; performs preventative maintenance adjustments.
  • Performs water valve and hydrant maintenance
  • Turns on and off main line valves, hydrants, and fire service lines.
  • Reports water service defects and public safety hazards, including providing exception list information and reporting hazards to supervisors.

  • Uses backhoe to begin trenches or make minor excavations, places shoring where required, and makes necessary installations and repairs to distribution and collection pipelines.
  • Operates and maintains specialized vehicles and light, medium, and heavy duty equipment and trucks appropriate for the construction, maintenance, and repair of the City’s infrastructure.
  • Performs safety and service inspections of assigned trucks and equipment; steam cleans, washes, and fuels equipment; assists in lubrication and maintenance of equipment.
  • Installs street barricades and cones and controls traffic around work sites to ensure safe conditions for the general public and City workers.
  • Provides technical and functional direction to assigned line maintenance staff; reviews and controls quality of work; assists in completing employee evaluations; participates in performing line maintenance work
  • Coordinates with contractors and developers regarding shut-downs, tie-ins, and pressure tests
  • Plans, organizes, assigns, supervises, and reviews the work of assigned staff in line maintenance
  • Trains staff in work and safety procedures and in the operation and use of equipment and supplies; implements procedures and standards.
  • Provides input on employee performance evaluations; works with employees to correct deficiencies; implements discipline procedures; assists in selection and promotion.
  • Monitors operations and activities of line maintenance; recommends improvements and modifications and prepares various reports; recommends and assists in the implementation of goals and objectives; implements policies and procedures.
  • Determines and recommends equipment, materials, and staffing needs for assigned maintenance projects; participates in the annual budget preparation; prepares detailed cost estimates with appropriate justifications, as required; maintains a variety of records and prepares routine reports of work performance.
  • Monitors and controls supplies and equipment; orders supplies and tools as necessary; prepares documents for equipment procurement; participates in informal bid processes for vendor selection.
  • Coordinates with and oversees contractors in providing water distribution maintenance and repair services.
  • Participates in the administration of preventive maintenance, in-service training, and safety programs; develops safety programs that meet Federal and State standards; ensures compliance with safety procedures.
  • Performs operations, maintenance, and repair duties in the area of work assigned
  • Observes safe work methods and makes appropriate use of related safety equipment as required.
  • Maintains logs and records of work performed; prepares periodic reports.
  • Answers questions and provides information to the public; investigates complaints; recommends corrective actions to resolve issues;
  • May act as the Line Maintenance Foreman in his/her absence.
  • Responds to operations, maintenance, and repair emergency situations as required.
