About The Position

Performs specialized technical work in conducting detailed methods and systems surveys of department or division operations with a view to applying electronic data processing methods. An incumbent is responsible for the planning, assigning and implementing work activities concerning electronic data processing operations. The Systems Analyst is responsible for training and instructing personnel in data processing matters. Work is performed under the supervision of the Director of Data Processing or a designee.

  • Continuous and permanent status as a Computer Programmer in any city department for two years (Promotional)
  • Masters Degree from an accredited college or university in COMPUTER SCIENCE, COMPUTER SYSTEMS MANAGEMENT OR INFORMATION SYSTEMS MANAGEMENT or a closely related field (Open Competitive A)
  • Bachelors Degree from an accredited college or university in COMPUTER SCIENCE, COMPUTER SYSTEMS MANAGEMENT OR INFORMATION SYSTEMS MANAGEMENT or a closely related field and two years of qualifying experience (Open Competitive B)
  • Bachelors Degree from an accredited college or university (any major) and three years of qualifying experience (Open Competitive C)
  • Associates Degree from an accredited junior college or business/technical institute in COMPUTER SCIENCE, COMPUTER SYSTEMS MANAGEMENT OR INFORMATION SYSTEMS MANAGEMENT or a closely related field and four years of qualifying experience (Open Competitive D)
  • Graduation from High School, GED or Equivalency Diploma and five years of qualifying experience (Open Competitive E)
  • An equivalent combination as defined within the limits of A through E (Open Competitive F)
  • FULL TIME EXPERIENCE in the field of systems analysis or programming including but not limited to participation in such areas as the design and implementation of computer systems (including feasibility studies); the generation of system specifications, the development of test data, systems testing, parallel testing pilot projects and post-installation follow-up.
  • Programming experience is acceptable as qualifying if performed in conjunction with related analysis duties as described therein.

Responsibilities

  • Evaluates vendors proposals and makes recommendations

  • Participates in planning for electronic data processing installations
  • Confers with department and division officials and advises them on electronic data processing operations
  • Assists in preparing procedure manuals for electronic data processing systems
  • Instructs and assists staff in the conversion of operation to electronic data processing methods
  • Instructs and assists programmers in preparing the detailed programs for the block diagrams and flow charts
  • Trains and instructs division staff in electronic data processing manners
  • Diagnoses and resolves PC operating system software and application software problems
  • May be required to oversee and/or assist in E-mail software operations
  • May develop executive routines to schedule the operations of the computer and maintain its efficient utilization
  • Keeps abreast of current developments in the electronic data processing field
  • Performs related work as required
