About The Position

The SVP, Technology Enablement is accountable for the frameworks, governance, and operating mechanisms that enable the Technology organization to execute strategy, manage risk, and operate with resilience at scale. Reporting to the Chief Information Officer, this executive leads key enterprise functions including Technology Risk Management, the Technology Program Management Office (PMO), and Enterprise Technology Resiliency. This leader provides vision and strategic direction to ensure technology investments, execution, governance, and operational readiness align with USAA’s mission, regulatory expectations, and business priorities. The role partners closely with Technology, Information Security, Enterprise Risk Management, Compliance, Legal, Internal Audit, and business leaders to drive disciplined execution, strong governance, and proactive risk management across the enterprise.

Requirements

  • Bachelor’s degree in technology, business administration, or related field is required
  • 15+ years of progressive leadership experience in technology, risk, program management, or operations within large, complex organizations is required
  • 10+ years of experience leading and developing high-performing teams is required
  • Demonstrated success leading governance, risk, portfolio management, or transformation functions is required
  • Proven ability to influence executive stakeholders in a matrixed environment is required
  • Strong understanding of regulatory expectations impacting technology risk, governance, and operational resilience
  • Familiarity with OCC, Federal Reserve, FFIEC, and related regulatory frameworks
  • Understanding of enterprise risk management and compliance requirements

Nice To Haves

  • Advanced degree (e.g., MBA, MS) is preferred
  • Experience leading enterprise technology initiatives (e.g., cloud, infrastructure, cybersecurity, data) is preferred
  • Experience in a highly regulated industry, preferably financial services, is preferred
  • US military experience through military service or a military spouse/domestic partner

Responsibilities

  • Leads the design and execution of the technology enablement strategy in alignment with business objectives and regulatory expectations.
  • Provides leadership across technology risk, program management, governance, resiliency, and strategic support functions.
  • Role models USAA’s mission, core values, and desired behaviors, including fostering a strong risk-aware culture.
  • Builds and develops high-performing teams, including succession planning and leadership development.
  • Drives operational effectiveness across enablement functions, including governance processes, planning routines, and execution disciplines.
  • Holds self and others accountable for outcomes by establishing clear roles, responsibilities, and performance expectations.
  • Promotes a culture of accountability, transparency, and continuous improvement.
  • Identifies and manages risks arising from technology operations, strategic initiatives, and organizational activities.
  • Ensures risks are effectively identified, measured, monitored, and controlled in accordance with enterprise risk appetite.
  • Ensures adherence to risk management and compliance policies and procedures.
  • Leads the Technology Risk Management function, including governance, risk assessments, issue management, control oversight, and remediation tracking.
  • Partners with Information Security, Enterprise Risk, Compliance, and Internal Audit to ensure aligned and effective risk oversight.
  • Drives continuous improvement of governance processes, risk reporting, and key risk indicators.
  • Leads the Technology PMO, including portfolio governance, prioritization, resource alignment, and execution oversight.
  • Ensures technology programs and investments align with strategic priorities, financial targets, and risk requirements.
  • Advances delivery methodologies and governance practices to improve execution discipline and speed to value.
  • Provides executive visibility into portfolio performance, risks, and outcomes.
  • Ensures operating models and governance structures support scalability, agility, and performance.
  • Owns the enterprise technology resiliency strategy, ensuring readiness to withstand, respond to, and recover from disruptions and major events.
  • Accountable for business continuity, disaster recovery, crisis management, and operational resilience across technology services.
  • Establishes and maintains resiliency frameworks, standards, and governance aligned to regulatory expectations and industry practices.
  • Ensures resilience capabilities are embedded into technology architecture, platforms, and service delivery models.
  • Oversees development, maintenance, and testing of business continuity and disaster recovery plans.
  • Leads enterprise resilience testing, including simulations and recovery exercises, to validate readiness and response effectiveness.
  • Drives improvements in recovery capabilities, including recovery time and recovery point objectives.
  • Provides executive-level reporting on resiliency posture, risks, and remediation efforts.
  • Leads coordination of response and recovery efforts during major incidents, including executive communication and prioritization.
  • Partners across Technology, Information Security, Risk, and business functions to ensure aligned resilience capabilities.
  • Ensures compliance with regulatory expectations related to operational resilience and continuity.
  • Oversees resilience requirements for critical third parties and vendors.
  • Drives organizational preparedness through training, awareness, and readiness programs.
  • Interacts with or participates in enterprise governance committees, such as: Enterprise Compliance and Operational Risk Committee, Information Technology and Information Security Committee, Enterprise Business Continuation Committee, Enterprise Third-Party Risk Committee, Shared Services New Activities Approval Committee, Risk Council.
