About The Position

The Director of the Supportive Services for Veteran Families (SSVF) Program at BMAC oversees the implementation, operation, and evaluation of this VA-funded grant that supports veterans and their households who are experiencing homelessness. This is a $3.2 million Rapid Rehousing/Prevention program that supports approximately 250 veteran households annually in 17 counties in three states through a Walla Walla-based team and two subcontractors. The director leads a “One Team Approach” to collaborate with the VA and other veteran-serving organizations and homeless service providers committed to ending veteran homelessness. They ensure program effectiveness, compliance, and accountability and serve as an active participant and engaged partner in community organizing, public outreach, and system development to achieve program goals. Must comply with all program and BMAC policies and procedures, and confidentiality requirements.

Requirements

Bachelor’s degree in Human Services or related field required
Five years of progressively responsible experience in program management, community health, or social services, with at least 3 years in a supervisory or managerial role.
Experience managing federal or state contracts, including grant writing, financial oversight, and program compliance requirements,

Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent coaching and programs and work effectively with diverse populations, including veterans and individuals of all ages and ability levels.

Strong leadership skills with the ability to inspire and motivate a team, build partnerships, and drive collaborative efforts.
Excellent interpersonal skills and the ability to interact positively with clients, community partners, and team members from diverse backgrounds.
Capability for partnering exceptional judgment along with independent, creative thinking and problem solving in collaboration with others to address operational or service issues.
Thorough knowledge of federal, state, and local policies, procedures, and regulations applicable to contracts and program areas.
Outstanding time management and leadership skills.
Ability to develop and implement short- and long-range plans to meet program needs within BMAC and with external partners.
Experience in closely and effectively monitoring program budgets, goals, and outcomes.
Strong writing, reading, listening, and speaking communications skills, including the ability to explain grant guidelines to staff and translate program requirements into day-to-day practices.
Experience hiring, training, developing, and retaining staff.
Ability to work with staff to set, observe, and train on appropriate workplace boundaries.
Able to meet a flexible work schedule.
Ability to adhere to all HIPAA rules and regulations and must be an active participant in safety measures for ensuring confidentiality of information as it relates to clients and BMAC.
Ability to read complex financial documents and analyze financial information for compliance and program effectiveness.
Proficient with Microsoft Office products, including Outlook, SharePoint, Word, and Excel.
Ability to compile and to accurately input and organize data, information, and files and apply data insights to strengthen program outcomes.
Ability to lead and implement safety and security requirements, including for the safety and well-being of staff and program participants as well as the security and confidentiality of BMAC and client information.
Ability to learn/use CAP60 & HMIS, and VA-required software systems.
Ability to be flexible when managing changing priorities and schedules, without compromising the quality of outcomes, ability to complete tasks, or uphold commitments.
Ability to establish and maintain effective working relationships with supervisory subordinates, staff, grantors, outside organizations, and the community.
Ability to maintain confidentiality, set appropriate client and employee boundaries with tact and respect.
Ability to work in a fast-paced office environment with frequent interruptions and occasional crisis situations.
Valid driver’s license, satisfactory driving record
Must provide own licensed and registered vehicle for travel and maintain current auto insurance.

Experience serving veterans or providing homeless services.

Responsibilities

Develop and implement client-centered program policies and procedures for case management, outreach, data quality and temporary financial assistance in a manner consistent with the SSVF program mission and compliance measures.
Ensure that the SSVF program meets all federal, state, agency and /or funder guidelines.
Work with case management staff and provide leadership, guidance, and oversight in program implementation and service delivery.
Develop procedures and documentation for case managers.
Ensure program submits all required reports to VA.
Responsible for internal monitoring of case files and Homeless Management Information System service entries.
Prepare for and complete quarterly monitoring site visits of subcontractors in Yakima, WA and Lewiston, ID to ensure grant compliance.
Prepare for and complete annual monitoring site visits from the VA to ensure grant compliance.
Make recommendations for policy and/or procedure changes as necessary to maintain program compliance.
Have awareness of current VA and SSVF priorities/initiatives and integrate into the program policies and procedures.
Manage program budgets in compliance with grant requirements and federal guidelines.
Manage operations, room reservations, office inventory at 312 N 2nd Ave.
Foster a strength-based, supportive, and innovative culture among staff to provide excellent client care and a responsive approach to address direct care and system level challenges.
Identify and address staffing needs through hiring, training, and retaining team members.
Ensure all staff meet grant and BMAC training requirements annually.
Provide regular performance feedback, conduct performance evaluations, and support staff development through training and professional growth opportunities. Takes corrective actions in coordination with HR if needed.
Develop and maintain collaborative relationships with community partners including the Veteran's Administration, housing facilities, landlords, donors, funders, agencies, and programs to successfully deliver services to veteran households.
Continue to acquire professional education and development in best practices relevant to veterans and the experience of homelessness, including knowledge and understanding of major systems that homeless Veterans encounter and the resources they may access.
Attend all necessary community or regional meetings.
Attend all scheduled staff meetings.
Attend training sessions as required by the funding source or agency.
Collaborate with Senior Director of Community Services to align program goals in support of agency mission and strategic plan.
Serve as a member of the CEO’s Management Team providing advice and counsel to the CEO and other department directors about overall BMAC operations.
Contribute to efforts to maintain high morale and a positive environment at BMAC.
Provide agency-wide leadership and insights that improve connectivity between BMAC programs and BMAC partners.
Present to the BMAC board, staff, or others when requested.
Performs other related duties as assigned.
