About The Position

The primary purpose of this position is to serve as a first-level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Information Security and Operations Division. The selectee will be responsible for planning, organizing, and directing the activities of the NASIC Information Security and Operations Division, ensuring compliance with legal and regulatory requirements and meeting customer needs. This role involves providing direct management and oversight in the development of goals and objectives that integrate organization and division security objectives. Additionally, the position requires exercising supervisory personnel management responsibilities, advising and counseling employees, selecting candidates for vacancies, and developing performance standards. The incumbent will also act as a NASIC Information and Operations Security expert, protecting the Center from espionage, terrorism, and threats of unauthorized disclosure or compromise of vital information. This includes developing and implementing local security instructions and maintaining compliance with all applicable DoD, AF, and Intelligence Community Directives (ICDs), regulations, and instructions. The role also involves making personnel security risk assessments and developing risk management/mitigation strategies, potentially requiring deviations from standard policies that could have national implications, and applying innovative techniques to address undefined risks.

Requirements

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • If authorized, PCS will be paid IAW JTR and AF Regulations.
  • If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement.
  • Must be registered for Selective Service.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays.
  • Shift work and emergency overtime may be required.
  • A recall to duty may be required.
  • Employee must maintain current certifications.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Mastery knowledge of a wide range of security concepts, principles, and practices to plan and implement security procedures for the organization.
  • Comprehensive knowledge of DoD, Air Force, and Intelligence Community (IC) missions, functions, goals and objectives.
  • Knowledge of safety regulations and security program interrelationships to coordinate the objectives and plans for a variety of specialized programs to support and promote information sharing and strategies.
  • Mastery knowledge of agency, AF, DoD, and IC security program laws, regulations, policies, guidelines, requirements, and initiatives to assist in operating an organization's security programs.
  • Comprehensive knowledge of Federal, DoD, Air Force and other applicable laws, regulations, principles, procedures, practices, techniques and requirements regarding physical security, information security, operations security, personnel security, SCI, special access programs, classification/declassification and all other aspects of security related to the accomplishment of a classified mission.
  • Knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, practices, and procedures involved in security.
  • Broad knowledge of agency, AF, DoD, and security program laws, regulations, policies, guidelines, requirements, and initiatives to assist in operating security programs.
  • Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations applying sound judgment and experience.
  • Ability to plan, organize, and direct the functions and staff of a division in a small to medium sized organization; and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Ability to communicate orally and in writing; and plan, organize, and direct assigned functions and staff; ability to function and lead a security function in a complex and high-demand environment, to include developing/instituting policies and procedures, providing clear and effective direction to subordinates, up-channeling vital information to decision makers, delegating tasks, evaluating and correcting deficiencies and integrating security practices into operations and activities.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
  • A non-disclosure agreement must be signed.
  • Department of Defense Security Fundamentals Professional Certification, Security Asset Protection Professional Certification and Security Program Integration Professional Certification conferrals are required within two years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification.
  • Incumbent/employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above.

  • Makes Personnel security risk assessments and risk management/mitigation strategies/recommendations based on intelligence-derived threat issues that require deviations from or synthesis of policies that can have national implications.
  • Applies innovative techniques as most risks cannot be pre-defined and remain broadly generic.
