About The Position

This position is located in the Bureau of Diplomatic Security, Office of Security Technology, Security Systems Integration Division, Systems Integration and Monitoring Branch (DS/ST/SSI/SIM). SSI encompasses the management, direction, and execution of sophisticated threat mitigation strategies, implemented through protective and situational awareness technologies that support contingency operations and staff of the Department, Foreign Affairs Agencies, and other government agency operations. Duties Plans and directs all programs and activities that strengthen the technical security posture of diplomatic posts and provide advanced situational awareness to field, regional, and global command centers. Oversees the management, direction, and execution of advanced threat mitigation strategies that have been identified by the Intelligence Community (IC). As Branch Chief, exercises the full range of delegated supervisory and management authorities and responsibilities required to accomplish the SSI/SIM mission. Leads a multidisciplinary team of IT professionals, network engineers, and software developers who provide technical security services that protect information, property, and personnel at diplomatic missions worldwide Advises leadership and other experts on matters at the nexus of security technologies and concepts related to computer network engineering, software applications, and enterprise architecture.

Requirements

  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Obtain/maintain eligibility to access Sensitive Compartmented Information

  • Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
  • Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
  • Applicants applying for the GS-15 grade level must meet the following requirements:
  • Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
  • Qualifying specialized experience must demonstrate the following:
  • Experience leading strategic planning efforts for the integration of existing and new technical security systems into the Bureau’s IT enterprise infrastructure;
  • Experience evaluating security technology operations to recommend solutions to reduce vulnerability to cybersecurity/information security threats;
  • Experience advising senior management on security technology policies and programs.
  • In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
  • There is no substitute of education for specialized experience for the GS-15 position.
