About The Position

This vacancy is for a GS-1640-13, Supervisory Operations Specialist located in the Department of Homeland Security, U.S. Coast Guard, TRACEN BIRMINGHAM SOUTHERN TRAINING DIVISION in BIRMINGHAM, Alabama. You will serve as a Supervisory Operations Specialist and be responsible for serving as the senior operations manager and principal advisor to Training Center Birmingham Southern (TCB-S) leadership for the integrated administration and execution of campus operations. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Requirements

  • Must be a U.S. Citizen.
  • Must be registered or exempt from the Selective Service.
  • A one-year probationary period may be required.
  • Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.
  • All selected applicants must undergo and successfully pass a background investigation.
  • This position does not require a clearance.
  • This is not a Bargaining Unit position.
  • Selectee must be able to obtain/maintain a valid state driver's license.
  • Time-in-Grade requirement must be met by the closing date of the vacancy.

  • Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
  • Evaluate operations of a facility (example a gymnasium, residential housing, educational facility, etc.)
  • Build strategic partnerships, coordinate external engagements, and assist with planning events, such as conferences, symposiums, summits, etc
  • Conduct research on buildings to assess problems, repairs and modifications
  • Lead or supervise subordinate personnel

Responsibilities

  • Plan work of subordinates and monitor the work status to make appropriate adjustments for unanticipated or emergency requirements
  • Serves as the principal authority coordinating mission support across the 200-acre installation
  • Sustains operational alliances with regional and municipal government leaders, higher-education institutional leadership, local corporate partners, civic associations, emergency services, and regional utility authorities
  • Conduct research and analysis of buildings and grounds to identify needed repairs, modifications or improvements
