About The Position

This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the INSCOM, 780th Military Intelligence Brigade, 781st Military Intelligence Battalion located at Fort Meade, Maryland. Duties include serving as the Senior S3 civilian and principal advisor to the 780th Military Intelligence Brigade S3 Cyber Battalion. The role manages the development, planning, integration, and coordination of comprehensive operations that support and facilitate the achievement of mission goals and objectives. It provides expert planning and execution advice to the commander and S3 in subject areas of Signals Intelligence (SIGINT), Computer Network Operations (CNO), dynamic network defense, and targeting. The position maintains oversight responsibility for the day-to-day administrative, logistical, technical, and programmatic duties of the civilian, military, and contractor personnel assigned to the S3 section. The role draws upon an in-depth knowledge of various CNO, signals intelligence, and Intelligence disciplines, and a wide spectrum of previous experience to develop and implement policy. It exercises authority to commit resources and obligates to new directions or substantial courses of action fulfilling broad CNO Army objectives or policies. The role supervises civilian, military, and contract employees daily performing a variety of Battalion mission support functions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET Special Access security clearance as a result of a current and favorable Special Background Investigation (SBI).
  • Must be able to obtain and maintain access to NSA facilities and networks.
  • Shift work is required.
  • This position is considered Non-Combat Essential (NCE) in support of the Army’s mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
  • Employees assigned to NCE positions must sign DD Form 2365.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Must be able to obtain and maintain a Top security/Sensitive Compartmented Information (SCI) security clearance.
  • One (1) year of experience equivalent to at least the GG/GS-13 grade level in the Federal service.
  • Managing Computer Network Operations (CNO)/network defense workflows to provide strategic guidance on Signals Intelligence (SIGINT) and targeting initiatives.
  • Coordinating with various intelligence agencies to synchronize complex Computer Network Operations (CNO) programs.
  • Evaluating the quality of technical CNO/network defense products and provided technical guidance to cross-functional team members.
  • Progressively responsible experience that has included intelligence-related research, analysis, collections and/or operations.
  • Experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.
  • Experience should demonstrate knowledge of intelligence processes, cycle and organizations.
  • Experience should demonstrate knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps.
  • Experience should demonstrate knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data.
  • Experience should demonstrate knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
  • Must provide proof of U.S. Citizenship.
  • Direct Deposit of Pay is required.

Nice To Haves

  • Temporary duty to worldwide locations may be required up to 25% or less of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
  • Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
