Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • This is a Cyberspace Workforce position, work role code 751, 752, 801, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector.
  • Specialized experience must demonstrate the following: Leading an Information Technology program and analyzing requirements to recommend resourcing and procedural changes to meet mission objectives and ensure the execution of IT services, standards and plans .
  • Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving .
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: analyzing and evaluating cyber security requirements and capabilities for all work processes using computers.

IT-related experience demonstrating this competency include: providing cyber security and IT oversight support and policy interpretation to the organization.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes: presenting briefings to-senior management officials on complex issues.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency include: resolving problems and issues concerning all phases of cyber security, planning, design, execution, and evaluation.

Responsibilities

  • Serve as the Director of Information and Digital Services and senior technical advisor for Direct Reporting Program Manager for Robotic and Autonomous Systems (DRPM RAS).
  • Lead the organization’s Information Technology (IT), Information Management (IM), knowledge management, and digital business systems.
  • Serve as Information Assurance Manager (IAM) ensuring IT system security in compliance with SECNAVINST 5239.3 and applicable Navy and DoD cybersecurity policies.
  • Plan, organize, resource, and direct DRPM RAS IT and IM operations, including network and system access, IT assets and equipment, enterprise applications and services, user support, and coordination with Navy and DoD service providers.
  • Lead development and implementation of DRPM RAS knowledge management capabilities, including SharePoint environments, collaborative tools, structured data repositories, databases, records and information organization.
  • Lead efforts to identify, develop, integrate, and sustain digital tools and data solutions that improve business operations, workflow management, reporting, metrics, and organizational visibility.
  • Establish IT and IM policies, priorities, and short- and long-range plans for technology, equipment, manpower, funding, cybersecurity, knowledge management, and digital capabilities necessary to support DRPM RAS mission requirements.
  • Oversee the integration of IT, IM, knowledge management, ERP, data, and other enterprise business systems to improve interoperability, standardize processes, and ensure compliance with Navy and DoD requirements.
  • Develop and maintain metrics and reporting that provide DRPM RAS leadership visibility into the health, performance, capacity, and effectiveness of IT, IM, knowledge management, and other assigned enterprise support functions.
  • Develop resource forecasts and budget requirements for assigned functions, consolidate technology and enterprise support requirements, and support planning and financial execution.
  • Oversee assigned enterprise support functions, including security and facilities, through designated functional leads, ensuring requirements are integrated with DRPM RAS IT, infrastructure, workforce, and organizational planning.
  • Provide oversight and direction to the DRPM RAS Security Lead responsible for Information Security, Personnel Security, Physical Security, Operations Security, Privacy/PII, and other applicable security programs.
  • Provide direction to the DRPM RAS Facilities Lead responsible for workspace, facility access, infrastructure, cleared spaces, and related facility requirements, ensuring alignment with organizational growth and mission requirements.
  • Coordinate responses to data calls, assessments, inspections, and inquiries related to assigned IT, IM, cybersecurity, knowledge management, security, facilities, and enterprise support responsibilities.
  • Evaluate organizational requirements and identify opportunities to improve business processes, eliminate duplicative capabilities, standardize systems and procedures, and leverage Navy and DoD enterprise solutions.
  • Lead and develop subordinate personnel and functional leads and establish clear roles, responsibilities, priorities, and performance expectations across assigned functions.
