About The Position

The Smithsonian Institution is the world’s largest museum, education, and research complex, with 21 museums and the National Zoo. This position is located in the Personal Property Management division of the Office of Contracting and Personal Property Management (OCon & PPM). OCon & PPM is responsible for the overall planning, management and execution of SI’s contracting, acquisition and procurement, privacy, personal property and travel programs.

Requirements

  • Requires career/career-conditional status or eligibility.
  • Males born after 12/31/59 must be registered with Selective Service.
  • Requires a standard driver's license.
  • Requires ability to walk and stand throughout the workday.
  • Requires the ability to lift and carry objects up to 30 lbs.
  • Qualification requirements, including one year time-in-grade at the next lower grade level for promotion candidates, must be met within 30 days of the job announcement closing date.
  • One year of specialized experience equivalent to at least the GS-11 level in the Federal Service.
  • Specialized experience is defined as (1) leading or supervising warehouse operations involving the receiving, storage, shipment, delivery, and disposal of supplies, equipment, and property; and (2) providing guidance and expertise on personal and real property disposal, warehouse operations, and Federal Management Regulations.
  • Must have served as a National Utilization Officer (NUO) or an Alternate National Utilization Officer.
  • Resume must be no more than two (2) pages and should clearly demonstrate how your experience aligns with the responsibilities and specialized experience required for this position.
  • Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Responsibilities

  • Supervise and direct warehouse personnel engaged in warehouse operations for receiving, storage, shipping, deliveries, and the disposal of excess property.
  • Manage the overall safety, efficiency, and effectiveness of warehouse operations, and evaluate warehouse capacity and space utilization to support the SI’s excess property management and disposal functions.
  • Manage the Enterprise Resource Planning (ERP) property management database for asset receipt activities at the OCon & PPM warehouse.
  • Maintains personal property records, spreadsheets, and tracking logs used to document key property management functions, including asset receipt, tagging, distribution, supply issuance, and property disposal.
  • Serve as Contracting Officer Representative for multiple service and support contracts.
  • Serve as the Accountable Property Officer for the OCon & PPM warehouse.
  • Serve as the Alternate National Utilization Officer (NUO) for the Smithsonian Institution, assisting in the administration and oversight of the SI reutilization program.
  • Oversees the Personal Property Management System (PPMS), ensuring user compliance with program policies and procedures.
