About The Position

This is a Title 32 position that requires active membership in the Texas Air National Guard and wear of the military uniform. It is with the 149 LGR SQ located in San Antonio, TX. The primary purpose is to direct the performance of the Asset Management Section, Maintenance Support Section, and Customer Support Section to include the management, direction and supervision of assigned employees. Texas is one of 9 states with NO state income tax.

Requirements

• This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Air National Guard and wear of the military uniform.
• Onboard Excepted. This includes: All currently employed full-time permanent, indefinite, and temporary personnel of the Texas National Guard.
• All current members of the Texas Air National Guard and individuals eligible for membership in the Texas Air National Guard.
• Texas Air National Guard Membership is required.

• MUST HAVE 2S071 AS PRIMARY AFSC (NO CROSS-TRAINEES ACCEPTED)
• For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required.
• Military skill set is determined by AFSC/MOS requirements.
• Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS

• Texas Air National Guard membership is required.
• For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

• At least 1-year specialized experience equivalent to at least the next lower grade (GS-09).
• With knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment.
• Experience conducting searches for required information; reconstruct records for supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts.
• Experience performing various aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to segments in one or more major areas of supply management.
• Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc.
• Consistent with the grade level determining duties in the position description, higher grade level specialized experience may include experience controlling supply stocks and accounting for equipment, cataloging, maintenance, and disposal procedures.
• Completing complex supply transactions; and/or providing supply operations support.
• Experience coordinating with other organizations on complex and controversial supply issues.
• Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc.
• Knowledge on the entire inventory management supply system.
• Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions.
• Experience in managing the function of the work to be performed.
• Experience which includes leading, directing and assigning work of personnel.

Responsibilities

• Position provides technical and administrative supervision to subordinate personnel directly and through subordinate supervisors.
• Establishes priorities based on attainment of goals, objectives and work to be accomplished.
• Establishes policies and procedures based on objectives.
• Assigns work to achieve maximum economy, effectiveness, skill utilization, and employee motivation.
• Makes assignments based on priorities, difficulty, and requirements of the assignment.
• Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment of subordinate personnel.
• Monitors and evaluates employee performance.
• Assists employees in reaching performance goals.
• Informs subordinates of agency policies and programs.
• Hears and resolves complaints from employees, referring grievances and more serious unresolved complaints to a higher-level supervisor or manager.
• Effects minor disciplinary measures such as warnings or reprimands and recommends other action in more serious cases.
• Identifies developmental and training needs of subordinates and provides and/or arranges for needed developmental training.
• Approves and/or disapproves leave requests.

• Reviews the work and management techniques of subordinate supervisors.
• Directs self assessment activities of subordinate supervisors/functions.
• Establishes, develops, and maintains effective working relationships with other flights, supported organizations, and higher headquarters.
• Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and to resolve significant and/or potential problems.
• Ensures subordinate functions provide customer guidance and training.
• Identifies the need for, and participates in special projects and initiates milestones and goals.
• Evaluates, analyzes and responds to reports.
• Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.
• Researches and determines or recommends appropriate actions or interpretation of issues impacting supporting organizations.
• Plans and directs all Asset Management Section, Maintenance Support Section, and Customer Support Section functions to provide all logistical support required by the wing and supported organizations.
• Ensures operating procedures and controls are in place.
• Oversees, coordinates and implements peacetime and contingency procedures for the accounting, monitoring, storage, reporting and movement of assets critical to maintaining the highest state of readiness.
