About The Position

The primary purpose of this position is to perform supervisory duties for QAE staff. Duties include performing supervisory personnel management functions, conducting inspections on the most complex engineering jobs for work being done by contractors to ensure quality of work is in accordance with established requirements, performing the most complex administrative and technical reviews, coordinating contract activity and resolving complex schedule or work conflicts, and staying abreast of new engineering and construction policies and directives to ensure potential impacts on Academy operations are identified and programmed for.

  • If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement.
  • This position is subject to provisions of the DoD Priority Placement Program
  • Position is subject to pre-employment and random drug testing
  • May be required to go TDY several times during the year using cither military or commercial travel.
  • Must have and maintain a valid state driver's license.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth.
  • Mission Essential Position - May be required to perform current duties in support of the READY PROGRAM. In addition, may perform escort duty, ID checks, and other related duties as assigned.
  • Leave accrual may be authorized upon request
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • A 1-year supervisory probationary period is required
  • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  • Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.
  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
  • At least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
  • Ability to effectively supervise professional and technical personnel, utilize sound management principles, and deal with conflicting demands for resources responsible for a wide variety of professional, technical, and administrative work occupations encompassing the Civil Engineering Contract.
  • Broad professional knowledge of engineering with basic knowledge of civil, mechanical, electrical, architectural, and industrial engineering concepts, principles, and practices which enable the incumbent to review and analyze maintenance, operations, design and construction. Ability to read, interpret, plans and specifications.
  • Professional knowledge of quality assurance principles and inspection practices, procedures, and processes as they relate to engineering.
  • Knowledge of construction practices, policies, procedures and techniques of multiple construction trades using safe construction practices, materials, and procedures. Ability to inspect materials, workmanship, and construction and installation of various facilities and systems, and use testing instruments.
  • Ability to effectively use oral, graphic, and/or written communication to prepare letters, reports, and correspond with contractors, engineers, public officials, and user organizational representatives using tact and diplomacy.
  • Knowledge of safety and industrial health safety requirements.
  • Skill in computer usage, systems analysis, and problem-solving methodology.
  • General knowledge of supply, funds management, and housing management principles, theories, and policies as they relate to a civil engineering function.

  • Registration as a Professional Engineer (PE) and/or Registered Environmental Manager (REM) is desirable
