About The Position

The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Operations Engineering Section in the Civil Engineer Squadron. This role involves planning, organizing, and directing the activities of the Section, representing the Section with various installation and functional area organizations, and communicating/coordinating Section issues with higher headquarters, regulatory agencies, other installation units, and community officials. The position also directs the development and execution of the Section's budget and work classification system to support engineering/operations planning and execution.

  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required.
  • May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.

  • The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas or other base areas.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Incumbent will be required to serve a 1-year supervisory probationary period.
  • The incumbent of this position may/may not be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment (within 30 days of entry on duty) and annually thereafter.
  • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  • Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  • One (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
  • Knowledge of a wide range of multidisciplinary professional engineering, architect, asset management, and operations theories, concepts, principles, standards, methods, techniques, materials, and equipment as well as knowledge of standard construction and contracting regulations, practices, and procedures.
  • Knowledge of the principles of facility and infrastructure operations, repair, maintenance, and upgrade principles, theories, concepts, and procedures; customer service operations; and financial management principles and standards.
  • Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
  • Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating these into the operation, maintenance, repair, and upgrade of installation natural/built infrastructure.
  • Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  • Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.

Nice To Haves

  • Professional registration or license as a Professional Engineer or Registered Architect in one of the 50 states or territories is desired but not required.
  • If using education to qualify, transcripts must be submitted with the application. Official transcripts are not required at the time of application; however, if position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified prior to appointment.
  • Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
  • Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  • Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Responsibilities

  • Plans, organizes, and directs the activities of the Section.
  • Exercises supervisory personnel management responsibilities.
  • Represents the Section with a variety of installation and functional area organizations.
  • Communicates and coordinates Section issues with higher headquarters, regulatory agencies, other installation units, community officials, etc.
  • Directs the development and execution of Section budget and work classification system in support of engineering/operations planning and execution.
  • Provides management oversight for activities assigned to the Operations Engineering Section of the Operations Flight, Civil Engineering Squadron.
  • Provides facility and infrastructure requirements and optimization (R&O) management, contract execution, and squadron technical support to effectively execute the installation's mission, sustain quality of life, and optimize delivery of products and services.
  • Evaluates, recommends, and initiates emergency corrective maintenance work, preventive maintenance, troop training projects, and sustainment/enhancement work to support AMPs and associated Sub-AMPs as assigned.
  • Reviews developmental needs of subordinate supervisors and non-supervisory employees and makes decisions on non-routine, costly or controversial training needs.
  • Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on requirements and assignments.
