About The Position

The primary purpose of this position is to serve as the chief systems engineering and operational authority, orchestrating the lifecycle integration of enterprise-wide digital topologies. The incumbent will plan, organize, and oversee the activities of the 38th Cyberspace Engineering and Installation Group, developing goals and objectives that integrate organization and 38 CEIG objectives. This role exercises supervisory personnel management responsibilities, directing, coordinating, and overseeing work through subordinate supervisors. The position represents the 38 CEIG with various installation and functional area organizations, establishing and maintaining effective working relationships with senior Department of War (DoW), Major Commands (MAJCOMs), Combatant Commands (CCMDs), and base-level entities to dominate C4ISR operations across all security domains for the Air Force Enterprise and Department of War Information Network (DOWIN). Additionally, the role orchestrates the strategic portfolio management and programmatic execution of enterprise-wide digital infrastructure initiatives, driving the operational hardening, survivability, and modernization of the Department of the Air Force Information Network (DAFIN), while overseeing the implementation of major telecommunication engineering policies.

  • The incumbent must be a graduate of an accredited college with a Bachelor of Science degree in an appropriate engineering discipline.
  • Knowledge of the mission, roles, functions, organizational structures, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives and policies.
  • Knowledge and mastery of advanced concepts, principles and practices of electronic engineering in communication and computer systems to evaluate highly complex C4ISR infrastructures in a thoroughly responsive manner.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  • Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; ability to communicate both orally and in writing; ability to evaluate recommendations or suggestions from various echelons having divergent interests, attitudes and responsibilities.
  • Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating and resolving conflicts with a variety of individuals and organizations.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP).
  • A non-disclosure agreement must be signed.
  • Employee must pass initial and periodic short notice drug testing.
  • Information Assurance Certification is a condition of employment. The incumbent must achieve the appropriate IA certification within six months of assignment of these duties.
  • Cyberspace Qualification is a condition of employment. Requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role.

Nice To Haves

  • A master’s degree in engineering or management is highly desirable but not required.

Responsibilities

  • Orchestrates the strategic portfolio management and programmatic execution of enterprise-wide digital infrastructure initiatives, aggressively driving the operational hardening, survivability, and modernization of the Department of the Air Force Information Network (DAFIN), while overseeing the implementation of major telecommunication engineering policies.
