About The Position

The Supervisor - System Control Centre directly oversees all aspects of the System Control Centre (SCC) staff and is responsible for operational planning and oversight of the company’s distribution system assets; including the safe and reliable operation of the distribution system for planned and unplanned outages, and construction and asset management activities. The Supervisor - SCC will be accountable to maintain high levels of personal and team response to deliver system reliability and customer service performance.

Requirements

  • A Journeyperson Distribution System Operator certification in the province of Ontario, with direct system control experience would be an asset.
  • University degree in a related field from a recognized university or a combination of education, training, and experience.
  • Experience working with union-represented employees and with shift workers.
  • Knowledge of operational technologies (e.g. SCADA, GIS, OMS, ADMS, etc.)
  • Awareness of aspects of line construction, power line maintenance, substation construction, and maintenance and protection schemes.
  • Experience in power system operations, smart grid technologies, emergency preparedness and distributed energy resources.
  • Process and maintain a valid Ontario Driver’s License.
  • Thorough knowledge and understanding of the I.H.S.A. Utility Work Protection Code and on its proper application.
  • Thorough knowledge of electrical overhead, underground, and network systems, operating practices, standards, equipment, materials and records systems.
  • Knowledge of OHSA, Electrical Utility Safety Rules and relevant safety, electrical and environmental legislation and regulations.
  • Thorough knowledge of reading and understanding of electrical drawings, feeder/operating prints and schematics.
  • Knowledge of emergency management practices related to the Ontario Power System Restoration Plan and IESO Market Participant Rules on Emergency Preparedness and System Restoration.

Responsibilities

  • Manage the day-to-day needs of the System Control Centre including scheduling, resourcing, timesheet balancing and all other administrative processes necessary to run a shift.
  • Overseeing the 24/7 System Control Centre operations of the corporation’s distribution system assets, including the safe and reliable operation of the distribution system including Seaton Municipal Transformer Station #1, for planning and unplanned outages, construction and maintenance.
  • Supervises the SCC work plan and monitors its progress to make on-demand changes where necessary for the efficient and effective operation of the distribution system
  • Ensuring the safe, effective, and efficient operation of all system components on a constant and continuous basis by providing accurate and prompt direct system control or control instructions to field staff.
  • Acting as the Corporation’s subject matter expert and providing direction on the Utility Work Protection Code.
  • Supervising and approving overhead and underground distribution system switching, including station switching.
  • Coordinates with SCC client groups to communicate changes to the work plan, support the re-scheduling of planned work, access resources and direct the restoration of unplanned events
  • Restoring outages and resolution of all trouble call response activities and power system emergencies.
  • Performs inspections and audits on all services provided by the SCC and acts on deficiencies that require immediate resolution or provides timely reports on gap closure
  • Initiating, developing and coordinating all Mutual Assistance Agreement with other LDC’s.
  • Maintaining the Transmission Connection Agreement, Distribution Connection Agreements and other distribution system connected generator operational agreements up to date.
  • Maintaining emergency preparedness and response procedures, in compliance with IESO’s emergency preparedness regulations and the Corporation’s Emergency Management Program
  • Participate in preparing and maintaining the Power Restoration Plan Acting and managing all functions relating to the safe and effective restoration of power and coordinating with all other departments as required. Conducting regular emergency response practice scenarios.
  • Ensuring that real-time outage information is current and accurate and communicated on a timely basis to internal stakeholders including Corporate Communications, Customer Service and Senior Management.
  • Reviewing procedures with shift staff to ensure concepts are understood and procedures are followed.
  • Leading the development and implementation of plans, strategies, policies, and processes for operational planning and outages.
  • Reviewing System Control Centre tools/displays and making recommendations for additions and updates to operations technologies, such as SCADA, OMS, GIS, ADMS, IVR etc.
  • Participating in committees as required, including the Reliability Committee, providing subject matter expert advice as required.
  • Providing feedback, reports and recommendations to the Director, Grid Operations and Emergency Management and other Departments as required.
  • In conjunction with corporate Communications, manage customer complaints regarding power quality and system reliability.
  • Foster creativity and innovation and actively look for new ideas to improve the operation of the System Control Centre.
  • Recommend improvements to operational technologies.
  • Identifies opportunities to improve the quality of the business unit’s operations and the efficient utilization of resources.
  • Promote team development and coach staff.
  • Ensure compliance with applicable laws and regulations.
  • Other duties and responsibilities may be assigned and/or change as the department develops.
  • Responsibility of direction and supervision of health and safety policies to ensure the front-line staff are operating in a safe environment.
  • Promoting safety, participating in safety meetings, inspections, and provide instruction and training as required.
  • Enforcing all applicable safety standards including the Company’s Health and Safety program.
