About The Position

The Department of Housing Preservation and Development (HPD) oversees housing standards across New York City and works to build and preserve affordable housing, protect tenants from harassment and displacement, and hold landlords accountable. The role is in the Office of Enforcement and Neighborhood Services’ Emergency Operations and Enhanced Enforcement Division (EOD), Alternative Enforcement Program (AEP). AEP identifies the 250 most distressed multiple dwellings citywide each year and can arrange repairs and bill landlords when owners fail to act. As a Construction Project Manager (CPM) L-3/Supervisor, the employee oversees AEP construction repairs, supervises and trains construction project managers, and supports the AEP Director with reports and analysis. The role includes reviewing inspections, system-replacement recommendations, scopes of work, construction plans, permits, contractor payment requisitions, and change orders; monitoring construction for compliance with plans, specifications, laws, and regulations; and addressing emergency repair violations. Duties also include hazardous-materials assessment work, potentially performing dust-wipe sampling, and attending tenant-landlord meetings. The position includes fieldwork in any of New York City’s five boroughs and may involve late evenings, weekends, or a flexible schedule. Employees assigned to supervise asbestos removal or lead abatement must use required protective clothing and respiratory protection and meet regulatory and medical requirements. Candidates may receive agency training as an EPA Certified Lead Inspector within four months of employment. Only permanent Construction Project Managers or candidates who have passed Construction Project Manager exam #5058 or #6040 will be considered. The posting lists a salary band of $90,000 to $100,000 and compensation of USD 83,743 to USD 96,305.
