About The Position

The Field Tech works under direct supervision in the Emergency Repair Program within HPD’s Emergency Operations and Enhanced Enforcement Division (EOD), performing as a Field Tech/Construction Project Manager Level II. EOD handles emergency repairs in privately owned residential buildings and monitors vendor repair work in City-owned buildings. Its primary goal is to secure voluntary corrective action from landlords and avoid direct City involvement when possible. The position involves inspecting, directing, and monitoring emergency repair or compliance work, including work in buildings under construction or renovation across New York City’s five boroughs. The Field Tech checks that contractors follow plans, specifications, applicable laws and regulations, use acceptable abatement methods and equipment, and obtain required permits. The role also includes monitoring contract performance, resolving project issues, preparing field reports, scopes of work and cost estimates, processing contractor payment requisitions and change orders, and entering information into HPDInfo. Candidates must be permanent Construction Project Managers or have passed Construction Project Manager exam #5058 or #6040. A New York State driver license without restrictions that prevent performance of the job is required and must be maintained. Employees supervising asbestos removal or lead abatement must use required protective clothing, respirators and masks, and meet regulatory and medical requirements. Candidates may receive agency training to become EPA Certified Lead Inspectors within four months of employment. Work may be scheduled for late evenings, weekends, or a flexible schedule.
