About The Position

The Field Tech/Construction Project Manager L-2 works within the Emergency Operations and Enhanced Enforcement Division (EOD) of the New York City Department of Housing Preservation and Development. Reporting directly to the Site Director, the position supports the Office of Enforcement and Neighborhood Services in compliance tracking, field investigations, and enforcement under the “Fix the City” initiative. EOD is responsible for emergency repairs in privately owned residential buildings and monitoring vendor repair work in City-owned buildings, with the goal of securing voluntary landlord corrective action and avoiding direct City involvement where possible. The role involves inspecting, directing, and monitoring emergency repair or compliance work; ensuring work follows plans, specifications, applicable laws and regulations, and acceptable abatement methods; and overseeing contractor performance, permits, problems, and resolutions. The Field Tech prepares field reports, scopes of work, and cost estimates, and reviews and processes contractor payment requisitions and change orders. The position also includes performing scoping and data entry in HPDInfo according to agency guidelines. Candidates must be permanent Construction Project Managers or have passed Construction Project Manager exam #5058 or #6040. A New York State driver license with no restrictions that would prevent performance of the work must be maintained throughout employment. The employee may be assigned field work in any of the five boroughs and may work evenings, weekends, or a flexible schedule. Employees supervising asbestos removal or lead abatement must use required protective clothing, respirators, and masks and meet applicable regulatory and medical requirements. Candidates may be trained by the agency as EPA Certified Lead Inspectors within four months of employment.
