About The Position

The Code Enforcement Supervisor oversees, supervises, monitors, and evaluates all code enforcement activities for the Department. Ensures accuracy, provides assistance and education, and assigns, reports, and supervises Code related work. Trains and supervises staff in department procedures, state laws, local ordinances. Provides verbal and written information to citizens regarding code compliance procedures, related laws and complaint resolution. Evaluates supervised personnel in writing, and makes recommendations for hiring, disciplinary action, and dismissal. Develops and implements new programs and concepts designed to improve the field programs. Trains staff to issue citations in the safest, most effective and efficient manner, and to interpret the City and state codes to the public. Reviews documentation of work performed by subordinates.

Requirements

High school diploma or GED.
Four (4) years of experience interpreting and enforcing codes and ordinances, investigating code violations and/or issuing citations.
Two (2) year lead work and/or supervisory responsibilities.
Valid and current driver's license with good driving record.
Valid State of Texas Code Enforcement Officer License issued by the Texas Department of Licensing Regulation (TDLR)
Knowledge of municipal, state, and federal regulations.
Knowledge of inspection protocols, policies, and procedures.
Ability to determine code violations and suggest corrective action.
Ability to issue citations and communicate with various individuals
Ability to interpret, educate, and apply regulations to correct compliance issues.
Ability to use computer programs, software, and equipment.
Ability to provide calm, professional, and excellent customer service.
Ability to manage time and complete multiple tasks.
Communicating effectively verbally and in writing
Establishing and maintaining effective working relationships.

Nice To Haves

An associate degree (or higher) in any field plus two (2) years of the required experience including two (2) year of the stated lead work and/or supervisory responsibilities will meet the education and experience requirements.
Effective oral and written communication skills.
MS Word/Excel or similar software skills.
Ability to prepare reports.
Ability to testify in court.
Ability to deal effectively with the public.
Spanish/English bilingual skills a plus.

Responsibilities

Supervises, oversees, and monitors the daily operations involved in code compliance and enforcement; assigns work, monitors inspections, tracks and documents personnel time, and maintains updated software; evaluates, monitors, and reviews the quality of work performed and ensures compliance with regulatory agencies.
Implements plans, schedules, and assignments; determines objectives needing emphasis; recommends or adjusts work priorities, project schedules, resources, and work plans as required.
Gives advice, counsel, instruction, and identifies routine training needs for code compliance staff; provides knowledge and expertise on inspection procedures, state laws, local ordinances, code violation procedures, and other code enforcement activities; ensures appropriate internal controls are in place and regularly evaluates staff and provides performance feedback.
Prepares monthly reports for assigned departments, audits and evaluates case files, determines overdue files, and evaluates progress.
Participates in staff and personnel management; reviews applications, participates in hiring processes, oversees training, resolves personnel conflicts, and approves payroll.
Creates and develops strong training and educational materials for new Officers; creatively and efficiently teaches new recruits to ensure highest quality of code enforcement and compliance activities.
Performs any and all other work as needed or assigned.
