This role involves leading and directing the activities of Operators, championing safety, compliance, and System Integrity Plan efforts within the assigned area. The Supervisor will coordinate product movements and mainline operations with interconnecting pipeline companies and carriers, review and develop plans and projects to meet business objectives, and approve expenditures and invoices. This position also coordinates the work of subject matter experts, contractors, and suppliers. The core of the role is to organize, schedule, and direct operational activities at local and remote refined product and/or crude products pipeline terminal(s) and/or station(s) for the assigned area, ensuring company business objectives are met. This includes overseeing terminal and station operations and/or maintenance, environmental and regulatory compliance, SIP and other company policy compliance, emergency preparedness and response, employee training and safety, and cost management. The role requires consistent independent judgment and application of expertise to achieve goals. The Supervisor provides direction to a group of employees, administers within established company policies, and may be involved in projects to meet schedules. Work is measured by overall objective completion, and the role has authority for hiring, termination, and discipline within the workgroup. The scope of work is diverse, requiring analysis and evaluation of various factors to establish a course of action, and may involve recommending improvements to operating policies and procedures. Erroneous judgments can lead to significant delays and considerable costs.

Requirements

  • High School Diploma required
  • 6 - 10 years related work experience
  • Ability to communicate effectively orally and in writing in English
  • Ability to communicate effectively with supervisors, co-workers, and internal and external customers
  • Ability to work in stressful and changing environmental conditions
  • Ability to work under time pressure, tight deadlines, and interruptions
  • Ability to use a personal computer with the Windows® operating system to complete timesheets, send and receive e-mail, and access information posted on the Company’s intranet
  • Ability to operate a multi-line phone system.
  • Ability to follow instructions or standard procedures
  • Ability to compile and/or examine information and select the best action from defined alternatives
  • Ability to organize and/or analyze information and identify solutions from a range of alternatives
  • Ability to deal with complex issues which require substantial analysis or independent judgment
  • Employee is subject to inside environmental conditions
  • Travel in assigned area of responsibility required.
  • Some travel to Tulsa and additional locations required.
  • Based on assigned tasks, employee may be assigned a company vehicle requiring the applicable driver's license
  • Job duties also require the employee to be alert and respond immediately to dangerous or hazardous conditions, and where impaired performance, or failure to follow safety precautions, could result in serious injury or property damage.

Responsibilities

  • Oversees and manages terminal and station operations and/or maintenance, environmental and regulatory compliance, SIP and other company policy compliance, emergency preparedness and response, employee training and safety, and cost management.
  • Leads the work group in full compliance with the System Integrity Plan.
  • Identifies and corrects areas of non-compliance.
  • Develops and executes methods and processes for developing the knowledge and culture of the workgroup and verification protocols to ensure full and continuous compliance with the System Integrity Plan.
  • Creates and champions a safety culture.
  • Develops emergency preparedness and response protocols.
  • Leads the workgroup with a focus on system-wide solutions.
  • Communicates often with direct reports to ensure understanding of expectations.
  • Completes employee performance appraisals.
  • Supports, coaches, and develops employees.

  • Consistently follows and trains personnel on all established operating standards, processes, policies, procedures, and the collective bargaining agreement (if applicable).
  • Mentors and counsels employees and disciplines employees as necessary.
  • Develops and fosters relationships and partners with internal functional groups (e.g., Tech Services, Commercial, Human Resources, Training, Quality Control, etc.) and external agencies (LEPCs, PHMSA, EPA, etc.) to accomplish projects or goals.
  • Effectively manages performance regarding equipment reliability, accurate product measurement, inventory management, rack/dock reliability (if applicable) and product quality within established standards.
  • Identifies, evaluates and develops opportunities to improve the efficiency and effectiveness of operations, assets and established work practices.
  • Periodically assesses organizational needs, capabilities and workloads and makes necessary adjustments.
  • Accurately forecasts expenses and meets or under-spends operating expense plan.
  • Manages overtime expenses.
  • Manages plans and expenditures to meet budgetary commitments.
  • Assists in developing annual expense and capital budgets.
  • May be required to be actively involved with projects to meet schedules or project deadlines.
  • May recommend modifications or improvements to operating policies/procedures.
