About The Position

This role involves leading and directing the activities of Operators, championing safety, compliance, and System Integrity Plan efforts within the assigned area. The Supervisor will coordinate product movements and mainline operations with interconnecting pipeline companies and carriers, review and develop plans and projects to meet business objectives, and approve expenditures and invoices. They will also coordinate the work of subject matter experts, contractors, and suppliers. The position requires organizing, scheduling, and directing operational and/or maintenance activities at local and remote refined products pipeline terminal(s) and/or station(s), ensuring company business objectives are met. Key oversight areas include terminal and station operations/maintenance, environmental and regulatory compliance, System Integrity Plan (SIP) and other company policy compliance, emergency preparedness and response, employee training and safety, and cost management. The role involves exercising independent judgment and applying expertise to achieve goals, providing supervision to a group of employees performing similar tasks, and administering direction within established company policies. The role may involve active participation in projects to meet schedules or deadlines, with work measured by overall objective completion. The Supervisor has the authority to hire, terminate, discipline, or recommend changes within the workgroup. The scope of work is typically diverse, requiring analysis and evaluation of various factors to establish a course of action, and may involve recommending modifications to operating policies/procedures. Erroneous judgments or failure to achieve results can lead to significant delays and considerable expenditures.

Requirements

  • High School Diploma required
  • 6 - 10 years related work experience
  • Years' experience in the operation of terminals or pipelines preferred
  • Ability to communicate effectively orally and in writing in English
  • Ability to communicate effectively with supervisors, co-workers, and internal and external customers
  • Ability to work in stressful and changing environmental conditions
  • Ability to work under time pressure, tight deadlines, and interruptions
  • Ability to use a personal computer with the Windows® operating system to complete timesheets, send and receive e-mail, and access information posted on the Company’s intranet
  • Ability to operate a multi-line phone system.
  • Ability to follow instructions or standard procedures
  • Ability to compile and/or examine information and select the best action from defined alternatives
  • Ability to organize and/or analyze information and identify solutions from a range of alternatives
  • Ability to deal with complex issues which require substantial analysis or independent judgment

Responsibilities

  • Lead the work group in full compliance with the System Integrity Plan, identifying and correcting non-compliance.
  • Develop and execute methods for developing workgroup knowledge and culture, and verification protocols for continuous System Integrity Plan compliance.
  • Create and champion a safety culture.
  • Develop emergency preparedness and response protocols.
  • Lead the workgroup with a focus on system-wide solutions.
  • Communicate expectations, success metrics, and development opportunities to direct reports.
  • Complete employee performance appraisals.
  • Support, coach, and develop employees.
  • Consistently follow and train personnel on all established operating standards, processes, policies, procedures, and the collective bargaining agreement (if applicable).
  • Mentor, counsel, and discipline employees as necessary.
  • Develop and foster relationships and partner with internal functional groups (e.g., Tech Services, Commercial, Human Resources, Training, Quality Control, etc.) and external agencies (LEPCs, PHMSA, EPA, etc.) to accomplish projects or goals.
  • Effectively manage performance regarding equipment reliability, accurate product measurement, inventory management, rack/dock reliability (if applicable), and product quality within established standards.
  • Identify, evaluate, and develop opportunities to improve the efficiency and effectiveness of operations, assets, and established work practices.
  • Periodically assess organizational needs, capabilities, and workloads and make necessary adjustments.
  • Accurately forecast expenses and meet or under-spend operating expense plan.
  • Manage overtime expenses.
  • Manage plans and expenditures to meet budgetary commitments.
  • Review and approve expenditure requests.
  • Produce budget variance reports and forecasts when requested.
  • Assist in developing annual expense and capital budgets.
  • Perform Department of Transportation (DOT) covered functions, including operations, maintenance, or emergency response on a pipeline.
  • Be alert and respond immediately to dangerous or hazardous conditions where impaired performance or failure to follow safety precautions could result in serious injury or property damage.
