About The Position

Under the direction of the General Manager for Transportation Planning, the selected candidate will be responsible for managing Tunnels, Bridges, and Terminals (TB&T)’s commuter and intercity bus business, with agreements worth approximately $20 million in revenue per year, and management of bus activity data and analysis. The selected candidate would become a key member of TB&T’s Transportation Planning team, contributing to the areas of revenue analysis, transportation planning, bus operations, bus data collection, technology research and implementation, and policy analysis. The selected candidate will manage a staff of one professional to administer and manage bus carrier agreements at the department’s two bus facilities.

Requirements

  • Bachelor's or Master’s degree in Urban Planning, Public Policy, Transportation, Real Estate, Engineering, Business/Public Administration or related discipline from an accredited college or university.
  • Five (5) or more years of related experience in one or more of the following areas: transportation planning/operations; contract, lease, license, or permit administration; budgeting and revenue forecasting; and/or data analysis and reporting.
  • Experience and/or demonstrated ability to manage contracts, licenses, permits, or leases, including supporting compliance requirements.
  • Proficiency with Microsoft Office, including Excel, Word, and PowerPoint; experience with Power BI and similar reporting tools is a plus.
  • Demonstrated ability to coordinate work efforts, lead projects, and/or provide guidance to staff, consultants, interns, or project teams.

Responsibilities

  • Manage and direct staff on the administration of various bus agreements at the Port Authority Bus Terminal (PABT) and the George Washington Bridge Bus Station (GWBBS).
  • Provide business, policy, and administrative direction for leases, license agreements, and permits.
  • Establish and maintain working relationships with all of the bus carriers operating at TB&T bus facilities.
  • Work closely with Law; Credit Collections & Receivables (delinquencies, security deposits); Risk (insurance requirements); Revenue Accounting (billing and reporting); Office of the Secretary (authorization); and other internal stakeholders on agreement development and administration.
  • Develop the annual bus revenue budget based on activity patterns and established rate schedules and manage quarterly updates.
  • Develop the multi-year, long-range forecast for bus revenue based on long-term activity projections.
  • Supervise preparation of recurring and as-needed reports on such topics as bus activity, revenue variances, and ridership trends and forecasts.
  • Provide analytic and planning support to efforts to improve operations of the department’s bus terminals, including Port Authority Midtown Bus Terminal Redevelopment efforts.
  • Serve on study and Request for Proposal teams in a technical expert role, as needed.
  • Provide strategic direction and advance projects to enhance information related to bus operations, including customer facing platforms (MyTerminal mobile app, digital information kiosks) as well as advancing projects to improve internal data collection and analysis related to bus and passenger activity.
  • Work collaboratively across stakeholder groups to advance innovative technology projects that enhance operations and/or the customer experience.
  • Act as liaison to the Port Authority’s Real Estate Department and other internal and external stakeholders and serve as TB&T’s contact on real estate issues at the two bus terminals.
  • Develop and administer contracts and licenses as necessary.
  • Provide direction and guidance for the work of the Staff Property Representative and any other assigned staff (Leadership & Operations Fellows, interns, etc.).
  • Mentor staff to actively support their development.
  • Monitor the quality of completed work, ensuring balance between accurate end products, on-time deliverables, and professional development.
  • Administer annual performance reviews and objective setting.
