About The Position

The Los Angeles County Sanitation Districts is seeking a Supervising Systems Analyst to lead technical project teams, conduct business analysis to translate complex operational needs into practical technical solutions, and help build out the analytical capacity of our Business Services Group. The ideal candidate brings strong organizational skills to manage multiple concurrent projects, a client-first, curious mindset, and the communication skills to build trusted relationships with stakeholders across every level of the organization — all while working on systems that have real, visible public impact. This position may be eligible for telework in accordance with Districts policy; however, regular on-site presence at our administrative offices in Whittier, CA is required to support operational needs.

Requirements

  • A valid California Class C driver license
  • A bachelor's degree in computer science or a closely related field from an accredited college
  • Status as Senior Systems Analyst with recent experience in systems analysis; OR Five (5) years of experience in computer systems analysis, including one (1) year of supervisory experience.
  • Knowledge of Computer application development and implementation
  • Knowledge of Project Management principles, including PMI’s PMBOK
  • Knowledge of IT Service Management principles, including ITIL
  • Knowledge of The relationship between computing technologies and the achievement of the Districts' objectives
  • Knowledge of Team development concepts
  • Knowledge of Supervisory concepts and strategies
  • Ability to Interact and communicate effectively with management, consultants, and professional, technical, and non-technical staff.
  • Ability to Supervise and oversee the work of subordinates
  • Ability to Oversee multiple concurrent projects to meet projected deadlines
  • Ability to Analyze business processes and recommend innovative solutions

Nice To Haves

  • A master's degree in computer science or a closely related field may be substituted for one year of non-supervisory experience
  • Excellent planning, organization, and documentation skills, including the ability to prioritize tasks and manage multiple projects simultaneously
  • Proven experience in business analysis and requirements gathering for software systems, as well as IT Project Management principles
  • Strong analytical and problem-solving skills, with the ability to translate complex business needs into technical specifications
  • Familiarity with: Business process modeling and documentation techniques
  • Familiarity with: The software development life cycle
  • Familiarity with: CI/CD methodology
  • Familiarity with: The continuous improvement process
  • Ability to exhibit a client-first attitude and a curious mind
  • Excellent written and communication skills in order to effectively interact with stakeholders at all levels of the organization

Responsibilities

  • Supervise multiple computer technology project work groups consisting of professional level and support staff members
  • Analyze, research, recommend and develop complex hardware, software, network and telecommunication systems for Districts' user sections and departments
  • Plan, organize, coordinate, and monitor work in support of IT software development, implementation, and maintenance
  • Conduct business analysis to identify needs, define requirements, and recommend sustainable solutions for business problems that enhance operational efficiency
  • Apply professional program/project management techniques in managing/implementing multiple projects
  • Assist in the development and continual improvement of IT project management standards
  • Participate in the selection, evaluation, and discipline of employees supervised pursuant to established Districts' and Human Resources Department policies and procedures
  • Assist in setting and achieving goals and objectives for the Business Services Group, aligned with Information Technology's mission statement and core functions
  • Provide technical advice to professional staff and oversee their training
  • Maintain knowledge of industry trends and changes in software and application technologies
  • Build and maintain professional, trusted relationships with stakeholders across all Districts departments
