About The Position

The Subcontract Program Manager (SPM) is a leadership role within the Supply Chain function supporting a critical program in the portfolio. Operating as an extension of the program manager, the SPM manages subcontract performance across cost, schedule, quality, and technical requirements with support from a cross-functional integrated product team (IPT). The role manages highly specialized and complex subcontracts for materials, equipment, supplies, and services through all phases of the program lifecycle. It evaluates, negotiates, and oversees subcontracts to meet project specifications, quality, budget, schedule, earned value requirements, and delivery obligations. The SPM authors, manages, and influences critical-path releases of Statements of Work (SOWs) and plans, supports new business and financial planning for outsourced project work, and provides customer service while maintaining supplier relationships and promoting a Zero Defect mindset. The position calls for independent judgment, strong problem-solving, and leadership of dynamic cross-functional teams on subcontract matters. The SPM prioritizes and drives issues to closure, collaborates with subcontract team members to promote operational excellence, and models leadership in ethics, safety, corporate responsibility, and security.
