United Launch Alliance seeks a Subcontract Management Specialist (SCM-1) to support the Supply Chain Launch Operations team at ULA's Launch Operations in Cape Canaveral, FL. The SCM-1 engages as a member of a multi-function team responsible for overseeing subcontractors, and related services. This individual directs and manages all cost, schedule and technical performance requirements levied on the subcontractor and ensures performance and support of contract milestones. The SCM-1 assists in development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services. This individual prepares requests for quotes (RFQ) and proposals (RFP) packages, conducts bidders' conferences, analyzes and evaluates supplier proposals, negotiates subcontract provisions, selects subcontract source, creates subcontract documents, and administers resulting subcontracts. The SCM-1 coordinates with engineering, quality and finance as necessary to mitigate supplier performance risk and resolve supplier issues. As required, the SCM-1 briefs ULA management and customer regarding subcontract status and issues affecting subcontract performance or cost and supports program reviews with the subcontractor and ULA/ Customer program offices. The Launch Operations SCM-1 will: Buy/Collaborate Ensure compliance with ULA Supply Chain Command Media, Federal Acquisition Regulations (FAR), and standard ULA business processes Partner with cross-functional teammates to develop Launch Operation requirements, aligned with the ULA business imperatives, for flow-down to suppliers and prospective suppliers Develop price analysis, proposal evaluation and negotiation skills aimed at reducing total cost of ownership to ULA for GSE hardware and related services Develop project management skills Analyze/Problem Solve Analyze prospective procurements to develop strategies which will secure the best value for ULA for GSE Hardware and related Launch Operation services Identify and resolve supply chain constraints, working with internal stakeholders and suppliers to develop executable, cost effective solutions Monitor/Track/Measure/Report Act as a liaison between the supplier and ULA Measure, analyze and report key process metrics Identify action items, organize resources to address action items and follow up on all supplier-facing issues.

Requirements

  • Bachelor's degree from an accredited college or university
  • Excellent written and verbal communication skills
  • Proficiency with Microsoft Office Suite
  • Knowledge of Supply Chain, Procurement, or Business
  • Demonstrated capacity to work in a team environment
  • U.S. Persons as defined in ITAR 22 CFR 120.62 (e.g., U.S. Citizen, Lawful Permanent Resident (Green Card holder) or protected individual).
