About The Position

United Launch Alliance seeks a Subcontract Management Specialist (SCM-3) to support the Vandenberg Launch Operations team. The SCM-3 engages as a member of a multi-function team responsible for overseeing subcontractors, and related services. This individual directs and manages all cost, schedule and technical performance requirements levied on the subcontractor and ensures performance and support of contract milestones. Key Responsibilities include: Analyze prospective procurements to develop strategies which will secure the best value for ULA for GSE Hardware and onsite services/construction. Assists in development of subcontract specifications, work statements, terms and conditions and other technical requirements documents. Prepare requests for quotes (RFQ) and proposals (RFP) packages, conducts bidders' conferences, analyzes and evaluates supplier proposals, negotiates subcontract provisions, selects subcontract source, creates subcontract documents, and administers resulting subcontracts. Possess / Develop advanced price analysis, proposal evaluation and negotiation skills aimed at reducing total cost of ownership to ULA for GSE hardware and onsite services/construction. Negotiates and coordinates additions, deletions or modifications to subcontracts. Participates with Supply Chain Governance to ensure compliance with ULA Supply Chain Command Media, Federal Acquisition Regulations (FAR), and standard ULA business processes. Makes decisions affecting the performance of the subcontractor; establishes milestone objectives and manages performance to committed schedules and contractual specifications. Identify and resolve supply chain constraints, working with internal stakeholders and suppliers to develop executable, cost effective solutions Briefs ULA executive management and customers regarding subcontract status and issues affecting subcontract performance or cost. Measure, analyze and report key process metrics As a member of the high-performing Vandenberg Launch Operations Team, successful execution of responsibilities will require: working collaboratively in a team environment, clearly communicating hardware/tooling/onsite service requirements and expectations to suppliers to ensure optimal value for ULA, and effectively communicating outcomes to internal/external customers. These responsibilities also include about 50% travel as well as supporting Vandenberg working hours.

Requirements

  • Bachelor’s degree from an accredited college or university
  • Experience in Supply Chain, Procurement or Business experience with purchasing policies and procedures
  • Background in Supply Chain processes such as planning, purchasing, inventory management, and/or warehouse operations
  • Demonstrated proficiency in Enterprise Resource Planning Systems (SAP preferred)
  • Experience in developing and applying basic professional analytical techniques to develop problem solving tactics.
  • Experience following standard business procedures, and general business knowledge/acumen
  • Excellent written and verbal communication skills
  • Proficiency with Microsoft Office Suite
  • Ability to travel about 50% as well as support Vandenberg working hours.
  • Must be a U.S. Person as defined in ITAR 22 CFR 120.62 (e.g., U.S. Citizen, Lawful Permanent Resident (Green Card holder) or protected individual.
