About The Position

Bechtel is seeking a Subcontracts Administrator to join the Sentinel Program team in Ogden, UT. This role involves the planning, formation, administration, and close-out of large, moderately complex service and construction subcontracts. The position will also perform tasks such as bidder prequalification, development of bidder lists, creation of bid solicitation packages, bid analysis, negotiations, administration, change management, and close-out of subcontracts. Responsibilities include cradle-to-grave subcontract management or managing the transition of awarded subcontracts for field administration. The role also involves planning, work hour calculations, and budgeting related to project subcontracting activities, developing and monitoring work-hour estimates and master contracts, and potentially providing guidance to project team personnel and subcontracts personnel. This position supports the Sentinel Project and offers relocation assistance.

Requirements

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
  • Advanced knowledge of the fixed-price and flexibly-priced family of subcontracts with stated experience in construction type subcontracts according to procurement regulations, policies, and practices.
  • Demonstrated administrative and organizational skills.
  • Demonstrated oral and written communication skills.
  • Experience in developing various subcontract types, fee arrangements, contract terms, and legal requirements.
  • Experience in developing and recommending potential solutions to contractual problems and concerns to management.
  • Working knowledge of contract law, negotiations, accounting, or cost engineering gained through education or work experience.
  • Working knowledge of Federal Acquisition Regulations (FAR) and applicable Agency Supplements.
  • Working understanding of Federal Contracts and the flow-down of applicable clauses and requirements.
  • Working understanding of Cost Accounting Standards, and determination process for applicability to the work.

Nice To Haves

  • Working knowledge of construction and technical service type subcontracts with proven experience in change management requirements.
  • Specialized courses or experience in pricing, contract law, negotiations, accounting, and subcontract administration with an emphasis on federal contracting.
  • Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures, and work practices.
  • Solid working knowledge of Federal Acquisition Regulations and applicable Agency Supplements with emphasis on construction type subcontracts.
  • Solid understanding of federal contracts and the flow-down and enforcement of applicable clauses and requirements, such as labor laws, environmental laws, safety, security, quality matters.

Responsibilities

  • Conduct planning, formation, administration, and close-out of large, moderately complex service and construction type subcontracts in accordance with established policies and procedures.
  • Perform tasks including planning, bidder prequalification, development of bidder lists, development of bid solicitation packages, bid analysis, negotiations, administration, change management, and close-out of service and construction type subcontracts.
  • Manage cradle-to-grave subcontract management or manage the turnover transition of awarded subcontracts for field administration.
  • Participate in planning, work hour calculations, and budgeting as it relates to project subcontracting activities.
  • Develop and monitor project work-hour estimates and master contracts forms.
  • Provide guidance to project team personnel during planning, bid, evaluation, award, administration, and close-out phases when required.
  • Participate in the planning, staffing, training, and development of subcontracts personnel.
  • Implement the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management.
  • Manage assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Coordinate with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters.
  • Manage moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
  • Conform and ensure subcontract execution.
  • Direct negotiation in the commitment of subcontracts.
  • Develop and issue subcontracts and services agreements as assigned.
  • Prepare bidders’ lists and pre-qualify bidders.
  • Form bid request packages and issue bid request packages to approved bidders.
  • Receive bids and evaluate bids commercially.
  • Prepare Commercial Bid Summary and recommendations.
  • Recommend and secure approvals in accordance with established procedures.
  • Prepare subcontract documents for execution.
  • Prepare and organize assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters.
  • Conduct meetings and prepare and issue meeting notes delineating important statements, required actions and schedules after reviewing plan and agenda with supervisor.
  • Represent Bechtel in contractual discussions of advanced complexity.
  • Administer information programs to ensure mutual understanding of subcontract terms and conditions.
  • Prepare periodic status reports for management and client personnel.
  • Assist with various data-calls from project management, Defense Contract Audit Agency (DCAA), Inspector Generals (IG) office, and customer/client, etc.
