About The Position

The Program Officer II provides programmatic, operational, and administrative support to the STRIDES project. This role supports project implementation, compliance oversight, partner engagement, request for proposal management, and procurement (goods, professional services, subcontractors, and consultants) management. The Program Officer II works closely with program, technical, finance, procurement, and country office teams to ensure timely execution of project deliverables, adherence to donor regulations, and effective coordination with partners and stakeholders. The position contributes to project startup and implementation efforts while supporting operational systems, reporting, and risk mitigation activities. This role is ideal for professionals with experience supporting USG-funded contracts across multiple countries and technical sectors.

Requirements

  • Full understanding of project management concepts and practices

  • Working knowledge of U.S. government donor contract rules and regulations, including compliance and operational requirements.

  • Strong and demonstrated project management skills
  • Experience supporting project operations, procurement, contracts, subcontractor management, and reporting.
  • Ability to problem solve and implement corrective action as need
  • Ability to prepare reports and provide information to management in a timely manner
  • Must be able to read, write and speak fluent English
  • Bachelor’s Degree or international equivalent in International Development, International Affairs, Public Administration, Business Administration, Economics, Political Science, Public Health, Communications, or related field.
  • Typically requires a minimum of 4+ years of relevant experience with project management principles and practices
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization

Nice To Haves

  • French is a plus.
  • Project management certification preferred.
  • International or Domestic (US) Program Development or Program Management preferred
  • French proficiency strongly preferred; additional language skills desirable.

Responsibilities

  • Supports implementation of complex multi-country project.
  • Coordinates project startup, implementation, and monitoring, activities in alignment with donor requirements and organizational policies.
  • Tracks project deliverables, milestones, and workplans to ensure activities remain on schedule and within scope.
  • Synthesizes operational, financial, and programmatic information into reports, presentations, briefing materials, and management updates.
  • Supports stakeholder coordination with donors, implementing partners, subcontractors, consultants, and local government counterparts.
  • Assists with preparation and review of annual workplans, activity budgets, and implementation schedules.
  • Supports identification, escalation, and mitigation of operational, financial, compliance, and geopolitical risks.
  • Participates in project meetings, donor engagements, and cross-functional coordination efforts.
  • Maintains project documentation and records management systems, including SharePoint, Jira, and other collaboration platforms.
  • Coordinates travel, logistics, consultant engagement, procurement tracking, and administrative processes for project activities.
  • Supports compliance reviews for project documentation, procurement actions, subcontractor files, and operational systems.
  • Assists with donor communications and coordination of administrative deliverables and contractual requirements.
  • Ensures project records are maintained in accordance with donor and organizational standards.
  • Reads and interprets subcontractor budgets to support expenditure tracking, forecasting, and activity planning.
  • Reviews subcontractor and consultant invoices, expense reports, procurement documentation, and financial transactions for accuracy and compliance.
  • Assists with subcontractor management processes, including pre-award assessments, agreement administration, and compliance monitoring.
  • Coordinates partner communication regarding deliverables, reporting requirements, and operational expectations.
  • Supports implementation of fraud prevention, internal controls, and segregation of duties practices.
  • Assists with grants and procurement documentation including RFQs, RFPs, SOWs, and vendor packages.
