About The Position

Under general direction of the Public Works Director, this role plans, organizes, and supervises the activities and staff responsible for the maintenance, repair, and construction of City streets, sidewalks, and storm drains. The position requires extensive knowledge of street and storm drain maintenance principles, various equipment, safety regulations, employee supervision, and budget administration. The ability to perform complex maintenance duties, interpret technical documents, manage resources, and respond to emergencies is crucial.

Requirements

  • Possession of a High School Diploma or equivalent.
  • Four years of street maintenance and construction experience.
  • One-year lead or supervisory experience.
  • Possession of a valid California Class C driver's license.
  • Possession of or ability to obtain within six months of employment and maintain thereafter, a valid California Class A driver's license.

Responsibilities

  • Supervises, leads, and participates in the activities of assigned staff responsible for street, traffic and information signals, printing and application of street markings, striping, lines and directional messages and storm drain maintenance.
  • Performs on-site inspection of work and ensures the implementation of traffic control measures at job sites.
  • Maintains records of program activity, materials used, employee schedules and time records.
  • Surveys City streets, parking lots, drainage ways and signage to identify maintenance needs and establishes schedules and methods for providing street maintenance services.
  • Identifies resource needs and allocates resources accordingly.
  • Participates in the development of goals, objectives, policies, and procedures, making recommendations for changes and improvements.
  • Monitors work activities to ensure compliance with established policies and procedures.
  • Responsible for installing and maintaining road and traffic signs, striping, guardrails, and related traffic safety devices.
  • Maintains, repairs, and replaces culverts, curbs, gutters, storm drains, pavement bridges, shoulders, and/or ditches.
  • Oversees and coordinates tree trimming and weed abatement programs.
  • Monitors and schedules maintenance of storm water management infrastructure.
  • Develops and prepares the division budget, monitors and controls expenditures and collectible reimbursements, forecasts funds needed, and recommends budgetary adjustments.
  • Recruits, selects, supervises, trains, and evaluates the performance of assigned staff, establishing performance requirements, developing personnel, monitoring performance, and providing coaching.
  • Administers City policies and participates in the progressive disciplinary process.
  • Provides technical assistance to staff and resolves personnel administrative matters.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints.
  • Coordinates with other City departments and divisions and maintains positive working relationships.
  • Responds to and directs street and traffic operations during emergencies, including after hours, prioritizing equipment and material needs, determining the need for contractors, and coordinating response with other agencies.
  • Performs related duties as assigned.
