About The Position

The purpose of this job is to perform administrative, supervisory and technical functions associated with the construction, maintenance and improvements of streets and drainage systems. Duties and responsibilities include, but are not limited to: assuming the duties of Superintendent in his/her absence; assisting in planning and coordinating activities of construction and maintenance of streets and drainage systems; supervising work teams in the construction and maintenance of streets and drainage systems; coordinating construction projects; collecting data and preparing reports, cost estimates, assisting in budget preparation, perform inspections, respond to citizen complaints; instructing and disciplining assigned staff; and performing additional tasks as assigned.

Requirements

Associate's degree in related field and three years of experience in coordination of construction projects and/or over site of work crew required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Two years of supervisory experience is required.
Must possess a valid Class A driver's license.
Must possess or have the ability to obtain a Georgia Department of Transportation Flagging Certification, and Georgia Soil & Water Conservation Commission Level 1B Certification.
Knowledge of the principles, practices, and procedures of the Unified Government and the operations and functions of the Transportation & Public Works Department as they pertain to the performance of duties relating to the position of Operations Coordinator.
Knowledge of management, human resource management/personnel and financial practices, policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of changes in policy methods, operations, budgetary and equipment needs, etc., as they pertain to departmental and human resource/personnel operations and activities.
Knowledge of and proficient with computers.
Ability to read, understand and interpret personnel and financial reports and related materials.
Knowledge of Athens-Clarke County policies and procedures pertaining to construction, maintenance and improvements of streets and drainage systems.
Knowledge of management, personnel, and financial practices, policies, and procedures as necessary in the completion of daily responsibilities.
Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of street construction, maintenance, repair procedures and methods; surveying methods and equipment; Athens-Clarke County geography including street names, right-of-ways, and locations; and equipment operation, maintenance, and design specifications.
Knowledge of computers software programs required to perform the duties of the position.
Skill in supervision and in oral and written communications.
Skill in organizational, management, human relations, and technical techniques.
Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.

Ability to operate streets & drainage equipment, vehicles (including CDL vehicles), hand and power tools and office equipment such as a computer, typewriter, calculator, fax machine, copier, etc.

Ability to read a variety of construction drawings, informal documentation, reports, personnel records, inventory records, internal audit records, vehicle maintenance requests, bid proposals, budget reports, deeds and plats, department/ division rules and regulations, personnel policy manuals, Fair Labor Standards laws, EPA requirements, OSHA regulations, Athens-Clarke County regulations regarding storm drainage, subdivisions, roadway encroachment, streets and drainage construction/maintenance, sediment control, and Corrections policies, rules, and regulations, county ordinances, vehicle/equipment specifications, Georgia DOT standards, and related informational documentation, directions, instructions, and methods and procedures.
Ability to prepare project estimates, work orders/reports, performance appraisals, inventory reports, vehicle/equipment replacement requests, work schedules, project schedules, and five-year replacement projections using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style.
Ability to speak to groups of people with poise, voice control, and confidence.
Ability to record and deliver information, to explain procedures, and to follow oral and written instructions.
Must be able to communicate effectively and efficiently in a variety of administrative, technical, or professional languages including civil engineering, personnel, and concrete and heavy construction terminology.
Ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; to determine percentages; and to interpret graphs.
Performs calculations involving variables/formulas/square roots and polynomials.
Ability to inspect items for proper length, width, and shape, visually with a variety of machinery and equipment including a pickup truck, backhoe, dump truck; and office equipment including a computer, printer, calculator, two-way radio and telephone.
Ability to coordinate hands, fingers, and eyes accurately in using office, construction, and drafting equipment.
Ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
Ability to handle a variety of equipment, vehicles, hand and power tools, and office equipment such as a computer, typewriter, calculator, fax machine, copier, etc.
Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities.
Must have minimal levels of eye/hand/foot coordination.
Ability to differentiate between colors and shades of color.
Ability to deal with people beyond giving and receiving instructions.
Must be adaptable to performing under considerable stress when confronted with an emergency.
Must be able to communicate via telephone, two-way radio.

Emergency Position This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire, or other forced evacuations, or as determined by the Manager.

Responsibilities

Supervises and evaluates assigned staff, and provides indirect supervision over all division personnel in absence of the Superintendent; handles employee concerns, reviews employment applications, conducts interviews, makes hiring recommendations, recommends leave approval, directs work assignments, provides counseling, recommend disciplinary actions when necessary, and completes employee performance appraisals.
Assists the Superintendent in planning, directing and supervising the work teams in the construction and maintenance of streets and drainage systems, including fiscal, field and administrative operations.
Assumes the duties of the Streets and Drainage Superintendent in his/her absence.
Coordinates construction projects with contractors, utility representatives, and management.
Supervises the activities of Streets and Drainage work teams in the construction and maintenance of streets and drainage systems.
Supervises construction and maintenance personnel; plans and coordinates work assignments; maintains work teams schedules; organizes and maintains schedule for emergency on-call personnel.
Advises division employees of Athens-Clarke County and departmental policies and procedures; assures compliance with appropriate personnel; returns calls as necessary.
Assists in establishing goals, objectives and performance targets, monitors supervisors and work teams performance; utilizes management practices to achieve goals and objectives.
Responds to citizen complaints.
Consults with supervisor to resolve operational and maintenance problems.
Inspects job sites for safety, accuracy, quality and accuracy with specifications.
Makes on-site inspections of work in progress; patrols streets to detect necessary repairs and improvements.
Responds to emergency and stand-by calls on a 24-hour daily basis.
Maintains preventive maintenance schedule for equipment and vehicles.
Responds to routine requests for information from officials, employees, members of the staff, the public or individuals; responds to customer complaints concerning problems with streets and drainage services.
Interprets plans and specifications.
Sets and verifies grades when necessary.
Operates a variety of vehicles and equipment, including heavy equipment requiring a CDL, as required.
Assists in preparing annual budget; makes budget requests/recommendations; monitors expenses.
Collects data and prepares reports on projects and programs.
Receives and/or prepares letters, reports, correspondence, forms and other documentation; reviews, processes, and/or forwards as appropriate; maintains files and logs; performs other clerical duties.
Uses knowledge of various computer software programs to operate a computer in an effective and efficient manner.
Answer the telephone; provides information, advice and guidance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
Performs other related duties as required.
