About The Position

An employee in this class plans and oversees work performed in the field in a variety of public works activities involving stormwater and related infrastructure. Work also includes collecting yard waste and helping with the maintenance of equipment and vehicles for the Town. Work includes scheduling work each week and making sure all work is completed to standards. Work also involves operating a variety of hand and power tools and light, medium, and heavy-duty equipment at a high skill level to build, repair, and replace stormwater systems and other infrastructure. Employees may be subject to on-call and callback work. Work is performed under the general supervision of the Public Works Superintendent and is evaluated through observation and through successful completion of assigned projects.

Requirements

  • Considerable knowledge of the principles and practices of public works and construction methods.
  • Considerable knowledge of tools, materials, and equipment used in public works construction and maintenance work.
  • Considerable knowledge of the occupational hazards and safety precautions of the work.
  • Considerable knowledge of municipal maintenance and construction practices.
  • Extensive knowledge of traffic laws, ordinances, and regulations pertaining to operations of motorized equipment.
  • Skill in the operation of hand and power tools and equipment.
  • Ability to understand oral and written instructions.
  • Ability to read and understand complex drawings and diagrams.
  • Ability to plan work, set priorities, and supervise personnel.
  • Ability to prepare reports.
  • Ability to establish and maintain effective working relationships with citizens, supervisors, and other employees.
  • Ability to operate light to heavy duty equipment with skill and safety.
  • Ability to prepare simple written records of work activities.
  • Graduation from high school or GED.
  • A minimum of 5 years of experience equivalent to the position of Public Works Specialist III.
  • A minimum of 2 years’ experience supervising employees and/or projects.
  • Valid North Carolina Class B Commercial Driver’s License (CDL-B) with ability to obtain a Class A CDL (CDL-A) within 12 months of employment.
  • At least one certification in construction such as Forklift Operator, building trades (such as electrical), or Stormwater BMP Inspector.
  • CPR Certification, within 12 months of employment.
  • Work Zone Flagger Certification, within 12 months of employment.

Responsibilities

  • Plans, organizes, coordinates, and provides direct supervision of assigned public works tasks.
  • Determines materials, supplies, and equipment needed for each assignment.
  • Participates in mowing, trimming, mulching, pruning, planting, fertilizing, irrigating, pest control, and other landscape maintenance tasks.
  • Coordinates and conducts asphalt and concrete repair to streets, sidewalks, curb and gutter, and other street facilities; inspects, fabricates, erects, and repairs street signs and other public signage.
  • Paints and/or applies thermoplastic road markings.
  • Repairs, maintains, and cleans storm sewers and catch basins.
  • Coordinates and participates in collection of yard waste and leaf collection seasonally.
  • Coordinates training and safety meetings relevant to assigned tasks.
  • Operates construction equipment such as dump trucks, loaders, tampers, trenchers, air-compression driven equipment, and other related light, medium, and heavy equipment; performs preventive maintenance and minor repairs to equipment.
  • Oversees the assigned staff responsible for storm debris, snow, and ice removal.
  • Maintains logs of all equipment and man-hours used.
  • Participates in storm clean up, removal of debris, and repair of facilities.
  • Maintains and assists with repairs of equipment and vehicles; performs preventive maintenance and makes repairs as needed.
  • Supervises paving operations.
  • Coordinates road closures for events.
  • Maintains written and electronic records of work activities and completes periodic reports.
  • Assists other departments with various tasks.
  • Performs other related duties as assigned.
