This position leads the county’s stormwater facility inspection, asset management, and regulatory compliance programs supporting thousands of stormwater management facilities countywide. Coordinates inspection planning, asset data management, and infrastructure reinvestment strategies to ensure compliance with MS4, VSMP, and Chesapeake Bay regulatory requirements. Oversees the integration and analysis of inspection, maintenance, and GIS data within enterprise asset management systems to support risk-based decision-making, capital planning, and long-term asset lifecycle management. Responsibilities also include administering professional service and construction contracts, preparing technical reports and regulatory submissions, coordinating with county agencies and external stakeholders, and supervising technical staff involved in inspection and compliance activities. This position plays a key role in advancing the county’s environmental stewardship, infrastructure resilience, and stormwater asset management objectives.
