The Illinois Department of Children and Family Services is seeking an organized, professional, and results-oriented individual to serve as Statewide Competitive Procurement Administrator. Under general supervision, this position will oversee the statewide procurement processes for competitive procurements by the Department; analyzes Department policies relative to purchasing; drafts, sets BEP goals, posts, evaluates, manages, and monitors competitive solicitations for the Department; drafts, posts, and manages contracts, contract amendments, and contract renewal documents, as well as Sole Source and State Use solicitations and contracts; serves as secondary approver for the APO in the state’s e-procurement system; directs daily activities of staff in the Office of Procurement in the absence of the APO; serves as liaison to the CMS BEP Council; develops the Department’s annual BEP compliance plan and report; monitors contract compliance utilizing the CMS vendor complaint process to document vendor complaints on competitive contracts; responds to auditors regarding procurement related audit findings.
